Nov 11 is coming soon: Today I saw a man selling poppies stop a lady and asked if he could re position her poppy. While doing so he told that lady she should wear the poppy on their left side; the red represents the blood of all those who gave their lives, the black represents the mourning of those who didn't have their loved ones return home, and the green leaf represents the grass and crops growing and future prosperity after the war destroyed so much. The leaf should be positioned at 11 o'clock to represent the eleventh hour of the eleventh day of the eleventh month, the time that World War One formally ended. He was worried that younger generations wouldn't understand this and his generation wouldn't be around for much longer to teach them. I'm very sad to report there was more vandalism at Stiver Park last night between approximately 4-6pm. One cedar post is broken and the shade is down. A grey and black Browning plaid jacket, size XL was left at the scene. Caution tape was added this morning around the posts, but please avoid the area. If you have any information, video footage, or could identify the people, please contact the Municipalité de Russell Township or the OPP.

A police report was made, occurrence number E241470156.

Also to note, on October 31 around 4:30pm, three teenagers, approximately aged 15, were spotted sitting on top of the shade. They were contacted and told to move off of the shade. One boy had medium length, wavy blonde hair.

Unfortunately, there was vandalism in Stiver Park over the weekend. The sail shade and concrete pad were spray painted and a swing is cut in half. This has been reported to the Municipalité de Russell Township and a police report may be started. If anyone has any information, please send that to the township.

WHAT GOES AROUND COMES AROUND
One day a man saw an old lady, stranded on the side of the road but, even in the dim light of day, he could see she needed help. So he pulled up in front of her Mercedes and got out. His Pontiac was still sputtering when he approached her. Even with the smile on his face, she looked worried.
No one had stopped to help for the last hour or so. Was he going to hurt her? He didn't look safe; he looked poor and hungry. He could see that she was frightened, standing out there in the cold. He knew how she felt. It was that chill which only fear can put in you. He said, 'I'm here to help you, ma'am. Why don't you wait in the car where it's warm?
By the way, my name is Bryan Anderson.' Well, all she had was a flat tire but, for an old lady, that was bad enough.
Bryan crawled under the car looking for a place to put the jack, skinning his knuckles a time or two.. Soon he was able to change the tire. But he had to get dirty and his hands hurt. As he was tightening up the lug nuts, she rolled down the window and began to talk to him. She told him that she was from St. Louis and was only just passing through. She couldn't thank him enough for coming to her aid.
Bryan just smiled as he closed her trunk. The lady asked how much she owed him. Any amount would have been all right with her. She already imagined all the awful things that could have happened had he not stopped. Bryan never thought twice about being paid. This was not a job to him. This was helping someone in need and, God knows, there were plenty, who had given him a hand in the past. He had lived his whole life that way, and it never occurred to him to act any other way.
He told her that if she really wanted to pay him back, the next time she saw someone who needed help, she could give that person the assistance they needed and, Bryan added, 'And think of me.' He waited until she started her car and drove off. It had been a cold and depressing day but he felt good as he headed for home, disappearing into the twilight.
A few miles down the road, the lady saw a small cafe. She went in to get a bite to eat and take the chill off before she made the last leg of her trip home. It was a dingy looking restaurant. Outside were two old gas pumps. The whole scene was unfamiliar to her.
The waitress came over and brought a clean towel to wipe her wet hair. She had a sweet smile, one that, even being on her feet for the whole day, couldn't erase. The lady noticed the waitress was nearly eight months pregnant, but she never let the strain and aches change her attitude.
The old lady wondered how someone who had so little could be so giving to a stranger. Then she remembered Bryan. After the lady finished her meal, she paid with a hundred dollar bill. The waitress quickly went to get change for her hundred dollar bill but the old lady had slipped right out the door. She was gone by the time the waitress came back.
The waitress wondered where the lady could be. Then she noticed something was written on the napkin. There were tears in her eyes when she read what the lady wrote: 'You don't owe me anything. I have been there too. Somebody once helped me out, the way I'm helping you. If you really want to pay me back, here is what you do: Do not let this chain of love end with you.'
Under the napkin were four more $100 bills. Well, there were tables to clear, sugar bowls to fill, and people to serve, but the waitress made it through another day. That night when she got home from work and climbed into bed, she was thinking about the money and what the lady had written. How could the lady have known how much she and her husband needed it?
With the baby due next month, it was going to be hard.... She knew how worried her husband was, and as he lay sleeping next to her, she gave him a soft kiss and whispered soft and low, 'Everything's going to be all right. I love you, Bryan Anderson.'
There is an old saying... 'What goes around comes around.' Today I send you this story, and I'm asking you to pass it on. Let this light shine. God works in mysterious ways and sometimes puts people in our lives for a reason.

Russell Public Pool Opens June 29
Our Public Pool officially opens Thursday, June 29th 2023 for the summer season!

Public swim sessions will be available:

June 29 from 3:00 to 5:00 p.m.
June 30 from 3:00 to 5:00 p.m.
July 1 – Closed for Canada Day
Starting July 2 – As per regular schedule
Reservations are not required but will guarantee your spot if we reach the maximum capacity of the pool.

Registration is still open for swimming lessons or our Barracudas Swim Team.

You will find the Russell Centennial Pool at 288 Castor Street in Russell.

Fire Ban Lifted - June 13, 2023
Update: The Fire Ban has been lifted as of 9 a.m. June 13, 2023.
Please remember to follow regulations as set out in our Fires and Open Air Burning Bylaw (102-2013).

Apply for a Fire Permit
Fire permits are not required for recreational/cooking fires. Fire permits are required for all other Open Air Fires, including Farm/Rural Open Air Fires.
At this time, you may apply for a fire permit by contacting our Public Safety & Enforcement Department at 613-443-3066 or by email at [email protected] Monday through Friday between 8:30am and 4:30pm. Applications for fire permits must be submitted 24 hours prior to open-air burning.
Payment Options for Fire Permits
Payment for fire permits can be made using the secure drop box at the front door of Town Hall, or by regular mail to 717 Notre Dame Street in Embrun. Ensure your cheque or cash is in an envelope labeled for the Public Safety and Enforcement Department. The Township can also issue an invoice for your fire permit. Fire permits are $30 each.
History
The Township put into effect a Township-wide fire ban on June 6th, 2023. This was due to the dry weather we have been experiencing this summer.

Never Park on a Fire Route
This a reminder from Russell Township to park responsibly. Never park in a fire route. Parking in a fire route can put people at risk as it can delay emergency responders and restrict access to properties during an emergency. Fire routes must be kept clear at all times.
Our Public Safety and Enforcement Officers are actively enforcing this and have been issuing numerous parking infractions in the past few days for vehicles parked in fire routes. The fine for parking in a fire route is $75.
