Conversations are powerful. Access to capital makes them actionable.

At COBSMEs, we often hear entrepreneurs talk about growth — expanding their businesses, hiring, or entering new markets. But turning those plans into reality often requires the right financial support.

Through initiatives like the Black-Led Business Financing Program and the Scotia Women Initiative, is helping entrepreneurs access financing, mentorship, and resources designed to support long-term business growth.

The Black-Led Business Financing Program helps Black entrepreneurs access funding and support to start or scale their businesses across Canada.

The Scotia Women Initiative is focused on supporting women entrepreneurs with access to capital, mentorship opportunities, and educational resources to help them grow and succeed.

Strong economies don’t happen by chance. They’re shaped by policy, partnerships, and long-term strategy.

Arla Cameron joined Prairies Economic Development Canada (PrairiesCan) in 2022 as Director, Community Economic Development and External Relations. With close to 20 years of provincial and federal public service experience, her work has focused on strengthening Saskatchewan’s economy at every level.

Prior to PrairiesCan, she served as Director of Policy, Trade and Export Development with the Government of Saskatchewan. Throughout her career, Arla has helped expand the Saskatchewan Immigrant Nominee Program, improve credential recognition for foreign and Canadian-trained workers, negotiate Canadian trade agreements, and resolve trade barriers across multiple industry sectors.

A graduate of the University of Regina (BA International Studies) and the University of London, England (MSc in Agricultural Economics), Arla also served as a sessional lecturer in economics at the University of Regina.

At BBNE 2026, her perspective connects public policy to real business opportunity across the Prairies.

Strong communities are built through leadership, service, and experience at every level.

Hon. Jamie Martens was first elected MLA for Martensville-Blairmore in 2024 and serves as Provincial Secretary.

Born and raised in Martensville, Jamie previously served as the city’s Deputy Mayor and as a member of Martensville city council. Before entering municipal politics, she served as an Auxiliary Constable with the RCMP and later joined the Deputy Sheriff’s Office in Regina, where she worked for 16 years.

Her leadership experience extends nationally. Jamie served three successive terms as a Saskatchewan representative at the Federation of Canadian Municipalities, where she was Vice-Chair of the Canadian Rural Forum and a delegate to the ongoing Canadian Women in Local Leadership Project.

She lives in Martensville with her three children and remains closely connected to the community she serves.

At BBNE 2026, her perspective adds depth to conversations around governance, public leadership, and the policies that shape business and community growth in Saskatchewan.
