Summary of GRCA Email Correspondence – Copetown Woods Golf Course Expansion.
The Grand River Conservation Authority (GRCA) has confirmed that the proponent for the Copetown Woods Golf Course expansion has now submitted an Environmental Impact Study as part of their formal application. The GRCA is currently reviewing the Official Plan and Zoning By-law Amendment applications in advance of an upcoming City of Hamilton council meeting.
GRCA staff have clarified that their role in this process is limited to reviewing potential impacts on watercourses, floodplains, wetlands, flooding, and erosion. Responsibility for natural heritage impacts and source water protection lies with the City of Hamilton.
Earlier correspondence documents community concerns about unauthorized works, including the construction of a road through protected woodlands and the installation of temporary structures prior to approvals. While a site visit previously confirmed no formal violation at that time, GRCA stated that no approval has been issued for the expansion and that the proposal remains under review.
Community members have requested that any rezoning or land-use changes be contingent on:
- Comprehensive hydrogeological and groundwater vulnerability assessments.
- A precautionary approach to protect groundwater, surface water, wetlands, and downstream ecosystems.
- Baseline and ongoing water monitoring if land-use changes proceed.
GRCA has acknowledged these concerns and confirmed that their review is ongoing as the application moves toward public and council review stages.
