The City of Charlottetown and CUPE LOCAL 830 - Charlottetown's Municipal Water and Sewer Workers have reached an agreement on the terms of their new collective agreement.

The parties are pleased to announce that this brings an end to the labour disruption effective Thursday, Nov. 13, 2025, and that all employees have returned to work today, Nov. 13.

With Charlottetown City Council having officially approved the new collective agreement for CUPE Local 830, the strike is officially over!

107 days on strike, the first in our 60-year history, our small but mighty local held strong. We fought for job protection for current and future workers, and we won.

Huge shoutout to our president Robbie Howatt, who led with heart, honesty, and integrity, and to our incredible bargaining team who never backed down. We stood together through heat waves, storms, and tough days, and we didn’t give up.

It should never have taken 107 days to reach an agreement. The strike was sparked by harmful concessions brought forward by the City, and we stood up for what was right, not just for workers, but for the residents of Charlottetown.

We extend our heartfelt thanks to everyone who stood with us: friends, family, residents, local businesses across PEI, and allies throughout Atlantic Canada and across the country, from coast to coast to coast.

📣 Letter #25 to Charlottetown City Council – 100 Days on Strike

Yesterday marked 100 days on the picket line for CUPE Local 830, the longest strike in City Hall’s history. In our latest letter to Council, we raise two urgent issues:

🎃 Halloween at City Hall
We’re demanding answers:
Did Mayor Brown really dress up as our union president in a clown mask, shouting “If It’s Brown, Flush It Down”? If true, this is deeply disrespectful behavior from an elected official, and it happened in a public building.

🚧 Main Water Leak at Belvedere & University
On Tuesday, we witnessed serious safety violations during emergency repairs:

-Improper equipment use that risks water contamination
-City supervisors not wearing required safety gear
-No flaggers or traffic control in a high-traffic zone
-Vehicles dangerously close to open excavation

These are not isolated incidents, we’ve raised these concerns before. The City continues to use untrained contractors while refusing to meet with us.

100 Days on Strike, CUPE Local 830 Stands Strong

Today marks 100 days on the picket line for CUPE Local 830, Charlottetown’s dedicated water and sewer workers. For over three months, we have stood firm in our fight for fairness, respect, and job security.

🔧 Who We Are

CUPE Local 830 represents the frontline workers who maintain Charlottetown’s water and wastewater systems, ensuring safe drinking water, protecting public health, and supporting critical infrastructure from homes to hospitals.

⚠️ Why We’re Still Out

•The City’s contract expired December 31, 2022, and we have been bargaining for nearly two years.

•The employer is attempting to strip job security clauses that have protected workers for over 60 years.

•Despite significant movement and correspondence from the union, the City has refused to meet directly or respond meaningfully to revised proposals.

🛑 What’s at Stake

This strike isn’t just about wages, it’s in large part about job security, dignity, and respect. It’s about protecting the people who keep our water safe and our systems flowing. It’s about stopping the erosion of public services through backdoor privatization and anti-worker tactics.

•A new mandate from the City to end the strike

•Anti-scab legislation to prevent future disputes from dragging on

•Transparency and accountability in infrastructure spending and communications projects

Letter 24 to City Council: Charlottetown Workers Still Waiting for Answers

CUPE 830 members have been on strike for over 94 days, and we’re still waiting for real dialogue from City Council.

We’re asking important questions that deserve answers:

Has the City hired private security during this strike?

The cost of the recent Value for Money Audit could cover three years of the wage difference, why not invest in resolving this dispute instead?

What’s the status of the communications systems project? Is there a public map showing the fibre optic network?

It’s time for open, respectful communication.
We’re ready to meet anytime, City Council, please give your bargaining team a new mandate and help end this strike.

CUPE 830 Calls Out City’s Misleading Statement

The City of Charlottetown’s Oct. 29 release is full of misinformation. While they pat themselves on the back in the media, we’ve been waiting two weeks for a response to our proposal.

The City claims to have made “concessions,” but they’re the ones trying to tear up 60 years of job-security protections and refusing to budge on wages since February 2024. That’s not good-faith bargaining, it’s disrespect.

They ban our president from City Hall, ignore over 200 requests to meet, and then pretend they want dialogue. Meanwhile, workers have been on strike for 93 days fighting for fairness and respect.

Charlottetown deserves better than political games. City Council needs to wake up, give a real mandate, and get this deal done.
