Safe Communities Brockville, Leeds and Grenville Injuries had been an area of concern for many agencies and individuals in the Brockville area for a long time.

The Safe Communities of Brockville, Leeds & Grenville is a World Health Organization "Designated Safe Community" that promotes a community culture of safety and well-being by addressing occupational, community and lifestyle issues. This culminated with the death of two teenage girls in April 1995 who were killed by an oncoming train while returning to school after a classroom project. The city and

the high school, which these two girls attended, were dramatically affected and a community mobilized to look at the issue of injuries. As Brockville developed an awareness of the impact of unnecessary injuries to it's citizens, a parallel process was occurring. The Safe Communities Foundation was being formed as a result of the unnecessary death of Paul Kell's son. The timing was right for these two initiatives to collaborate in the challenge to reduce injuries in their communities. As a result, the Safe Community Coalition of Brockville & District was formed with a mandate to promote safety in the Leeds and Grenville Counties
