Climate resilience is built not only through investments and infrastructure, but also through strong institutions, capable people and systems that can translate climate priorities into effective action.

Under the Climate Adaptation, Resilience and Engagement of Local Governments (CARE-LG) Project, capacity-building support is being provided to all 20 Dzongkhag Administrations to strengthen their capacity to plan, budget, implement and monitor climate change adaptation initiatives.

The capacity-building Programme, coordinated by the CARE-LG Project Management Unit (PMU) in collaboration with the Department of Local Governance and Disaster Management (DLGDM), was completed from 18โ€“19 September 2026. The Programme brought together 117 participants (79 male and 38 female) across four training centres, with 17 trainers contributing their knowledge and expertise.

The training focused on strengthening the link between planning and implementation, enabling local governments to better identify climate risks and vulnerabilities, priorities appropriate adaptation measures, allocate resources effectively, implement interventions, and monitor progress and results.

For the CARE-LG Project, capacity building is an investment in long-term institutional resilience. Strengthening the knowledge, systems and skills of local governments will help ensure that climate adaptation is integrated into local planning and development, rather than being addressed as a standalone activity.

As a Direct Access Entity (DAE) of the Green Climate Fund (GCF), the Bhutan Trust Fund for Environmental Conservation (BTF) is supporting the implementation of CARE-LG to strengthen climate resilience at the local level. With stronger capacity at the Dzongkhag level, local institutions will be better positioned to develop and implement climate solutions that respond to the needs, priorities and realities of their communities.

Building institutional capacity today for a more climate-resilient Bhutan tomorrow.

The Bhutan Trust Fund for Environmental Conservation (BTF) joined the monastic community of Serlung Goenzin Dhuedhey Lungtog Choeling, Dawakha, Paro, on 11 September 2026 for the inauguration of a 3,000 LPD (3000 liters per day) Pressurized hybrid Solar Water Heating Facility, marking the successful completion of the โ€œSolar Wellness for Monksโ€ project supported through BTFโ€™s Large Grant Window.

Presided over by Khenpo Tashi Dorji, the inauguration marked an important step towards enhancing the hygiene, health and overall wellbeing of more than 300 resident monks through reliable access to hot water.

Supported by a BTF grant of Nu. 5.363 million, the facility is equipped with 360 pcs of Evacuated solar collectors (12 manifolds consisting of 30 tubes in each manifold) and a 3,000 LPD (3000 liters per day) hot-water storage capacity. By shifting from conventional firewood-based heating to solar energy, the facility is expected to save approximately Nu. 500,000 annually in firewood costs for water heating purpose and reduce firewood consumption by around 27 truckloads each year.

Beyond financial savings, the initiative will contribute to forest conservation, reduced greenhouse gas emissions, improved hygiene and a reduction in the incidence of skin-related health issues among the monks.

The project exemplifies BTFโ€™s commitment to advancing environmental conservation, renewable energy and social wellbeing, demonstrating how clean and innovative solutions can strengthen Bhutanโ€™s cultural institutions while contributing to a greener, healthier and more sustainable Bhutan.

Today, 8 September 2026, the Bhutan Trust Fund for Environmental Conservation (BTF) proudly marks the 5th Royal Charter Day.

This significant occasion reflects on BTFโ€™s journey from its establishment as a pioneer trust fund in 1996 to becoming a modern, robust and sovereign-guided conservation institution under the 2021 Royal Charter.

The Royal Charter, regranted by His Majesty King Jigme Khesar Namgyel Wangchuck on 8 September 2021, strengthened BTFโ€™s legal, financial and strategic foundations to respond to the ecological challenges of the 21st century.

As we celebrate this special occasion, we also reflect on the vision that has guided BTF since its foundation and reaffirm our commitment to our sacred conservation mission, protecting Bhutanโ€™s environment and natural heritage for generations to come.

The Climate Adaptation, Resilience and Engagement of Local Governments (CARE-LG) Project Management Unit, in collaboration with the Department of Local Governance and Disaster Management (DLGDM), and with support from the Bhutan Trust Fund for Environmental Conservation (BTF), Bhutanโ€™s Green Climate Fund (GCF) Direct Access Entity, is conducting a Training of Trainers (TOT) from 7-13 September 2026 at Paro.

The training brings together 22 participants from the Project Management Unit, Technical Advisory Committee, Gewog and Dzongkhag administrations, and local leadership to build a pool of skilled local facilitators who can deliver practical, locally relevant climate adaptation awareness and training.

This is more than a training, it is an investment in people and local institutions. By equipping local facilitators with the knowledge and skills to share climate adaptation solutions, CARE-LG is creating a multiplier effect that can extend learning and action across Gewogs and Dzongkhags.

Following the TOT, trained facilitators will support climate adaptation sensitisation and awareness activities at the local level, helping to strengthen institutional capacity, local ownership, and the sustainability of climate resilience interventions.

By investing in people, knowledge and local ownership today, CARE-LG is laying the foundation for stronger and more sustainable climate resilience, well beyond the project period.

The Bhutan Trust Fund for Environmental Conservation (BTF) successfully conducted an in-country learning visit for stakeholders under the Project Formulation Grant (PFG) of the Adaptation Fund Locally Led Adaptation (LLA) Project, โ€œSecuring Water and Enhancing Climate Resilience in Thimphu (Rural) District, Bhutan,โ€ from 16โ€“20 August 2026.

The visit brought together approximately 50 participants which includes local government representatives, community members and farmers, from four Gewogs of Thimphu Dzongkhag. Following travel on 16 August, participants spent exploring climate adaptation sites in Tsirang and Dagana under the Adaptation Fund project โ€œAdaptation to Climate-Induced Water Stresses through Integrated Landscape Management in Bhutanโ€ on 17โ€“18 August, before continuing to Paro on 19โ€“20 August for further field learning.

Through hands-on field visits and direct interaction with host communities and technical teams, participants gained first-hand exposure to proven, locally relevant adaptation strategies from watershed management and climate-resilient water infrastructure to climate-smart agriculture and improved local governance for climate action.

The exchange fostered valuable knowledge-sharing and strengthened participantsโ€™ capacity to identify and plan similar adaptation interventions within their own Gewogs, marking a significant step toward locally led climate resilience in Thimphu (Rural) District.

BTF extends its sincere appreciation to all host communities, local governments and partners who made this learning visit a success.
