The recent airstrikes on civilians are part of the Abiy government’s genocidal campaign against Tigray. It began with the first reported post-war drone strikes in November 2025, months before Tigray’s elected government was restored and nearly a year before the airports changed hands in September. Those are pretexts, not causes.

Since the campaign intensified in August, strikes have hit a teachers’ housing compound in Mekelle, wounding 13 civilians, seven of them children, in an attack Human Rights Watch says should be investigated as a possible war crime. They have also hit the Sheraro displacement camp, the food aid sent to it, five schools, and the town of Alamata. Displaced families, schools, food aid and homes, struck again and again with no military objective identified: This is not error; it is intent.

The families bombed in Sheraro had already been driven from Western Tigray by the ethnic cleansing of 2020 - 2022. This is the continuation of the genocidal war of 2020 - 2022, which killed some 600,000 people according to African Union estimates.

No independent international mechanism is investigating these violations. We call on the EU to lead a UN Human Rights Council resolution to restore an independent international investigation in Ethiopia.

Egypt, Eritrea, Somalia and Sudan issued a joint declaration in New Alamein on 4 October stating their opposition to unilateral actions and interference in the affairs of states.

The Abiy government, at odds with its neighbours and waging war on its own people in Tigray, is the greatest threat to the stability of the Horn of Africa. Europe must act before this becomes a regional war: press for an immediate halt to attacks on civilians in Tigray.

Addis Ababa — Leaders of Egypt, Sudan, Eritrea and Somalia have reaffirmed their opposition to unilateral actions and interference in the affairs of states, while asserting the role of littoral countries in governing the strategic waterway, in a declaration that comes amid sharply deteriorating relations between the four countries and Ethiopia.

The Joint Declaration was issued on Sunday following a quadrilateral summit in Egypt attended by Egyptian President Abdel Fattah , Eritrean President , Somali President Mohamud and Sudan’s Transitional Sovereign Council chairman Abdel Fattah .

The Tigray Diplomatic Advocacy Council – Europe (TDAC-E) condemns the drone strikes of the weekend of 3 - 4 October, attributed to the Ethiopian federal army (ENDF).

- Adwa: drones hit several hotels around midnight, including the Soloda, Shewit International and Pan Africa hotels. A humanitarian bulletin cited by Reuters reports at least nine people killed in Adwa.
- Sheraro: a drone struck a shelter in the Adi Abay displacement camp, killing at least eight people, including a child. A witness told AFP that a mother died with four of her children and a grandson.
- Shire: strikes were also reported.

No military objective has been identified for any of these strikes. Hotels, homes and displacement camps are civilian objects, and attacking them is prohibited under international humanitarian law.

We call on the EU and European governments to condemn these strikes publicly and press for an immediate halt to drone strikes on populated areas.

The Abiy Ahmed regime has renewed its aerial assaults on civilians in and around Mekelle. Drone and air strikes on residential neighbourhoods and a farmers' training centre have killed and wounded civilians, children among them, during Ashenda, the festival of Tigrayan girls and women.

Europe continues to watch in silence.

Bombing homes is not a security operation; it is a war crime and a continued genocidal campaign. Combined with frozen budgets and military encirclement, this is a calculated campaign to break the people of Tigray.

The Tigray Diplomatic Advocacy Council – Europe (TDAC-E) has issued an urgent open letter to the EU, its Member States, the UK, Norway and Switzerland. We demand that Europe stop treating the Abiy government as a partner for peace and act now to:

▪ Isolate the regime and suspend diplomatic normalisation
▪ Restore Tigray's lifelines and fund hospitals directly
▪ Establish accountability through an independent UN mechanism
▪ Sanction Abiy Ahmed and his inner circle
▪ Support an inclusive political transition

Silence is not neutrality. The next strikes can still be prevented, but only if Europe acts in days, not months.

Renewed Attack in Western Tigray: The Cost of Three Years of Impunity 🚨

The Tigray Diplomatic Advocacy Council – Europe (TDAC-E) is gravely alarmed by the military escalation in Western Tigray. In an Aide-Mémoire dated 1 August 2026, the Government of the Regional State of Tigray reports that federal forces launched an offensive near Shererina in Western Tigray. International wire reports confirm heavy fighting on Saturday involving artillery and drones, described by regional experts as the most serious confrontation in northern Ethiopia since the Pretoria Agreement was signed.

This attack did not come from nowhere. Following the Pretoria Cessation of Hostilities Agreement (CoHA), for more than three years, the people of Tigray have endured suffocating siege conditions, drone strikes, mass displacement, and the continued occupation of Western Tigray, while the CoHA went unimplemented and unenforced. Saturday’s assault is the direct result of impunity: an agreement without enforcement invited this escalation. This offensive is also a continuation of a genocidal campaign designed to erase the people of Tigray, the Tigrayan identity, Tigray’s political history, and the very existence of Tigrayans.

Reports since Sunday, 2 August, indicate the fighting has paused. A pause is not peace. Forces remain massed along Tigray’s borders, and the danger of a full return to war, against a people who survived a genocidal campaign, remains acute.

We stand in full solidarity with our people and their government at this critical hour, guided by the conviction of the Aide-Mémoire: “We Shall Never Perish.”

The harsh reality is that the people of Tigray have been failed repeatedly: by the Ethiopian state, and by an international community that witnessed the Pretoria Agreement and then watched it go unimplemented and unenforced. Through immense suffering, Tigray has drawn the necessary lesson: the security, identity, and dignity of Tigrayans, and their fundamental right to exist, now rest first and foremost on their own capacity and unity.

Yet even now, the Government of Tigray has not stopped calling on the international community, and neither have we. Whether diplomacy still carries meaning is for Europe and its partners to prove through action, not statements. As we have repeatedly warned, silence and inaction enabled this escalation. TDAC-E therefore echoes the Government of Tigray's call and urges the international community, the European Union, its member states, the United States, and the African Union to act now, during this narrow window, to immediately condemn this aggression and take decisive action to halt this unfinished genocidal campaign.

Clashes near Sheraro mark one of the most serious threats yet to the fragile 2022 Pretoria peace deal.

Following the U.S. State Department’s one-sided Press Statement announcing targeted visa restrictions against members of the Tigray People’s Liberation Front (TPLF), we have submitted an official letter to Secretary of State Marco Rubio urging the immediate reconsideration of this decision.

By imposing asymmetrical measures, the U.S. is punishing the victims of a recognized campaign of ethnic cleansing and genocide while absolving the true architects of continued instability in Ethiopia. Demanding the full implementation of the Pretoria Agreement (CoHA), including the withdrawal of occupying proxy forces and the dignified return of internally displaced persons (IDPs), is a plea for the rule of law and survival, not a “pro-war” stance.

We are also alarmed that the Department’s framing closely mirrors the lobbying of pro-regime networks and state-sponsored media, which routinely weaponize eliminationist rhetoric. Labeling the legitimate Government of Tigray and the TPLF as "hardliners," "the old guard," a "junta," a "terrorist threat," or a "cancer" echoes the dehumanizing biological metaphors that preceded the initial mass atrocities. U.S. foreign policy must not be shaped by networks that openly promote the pathologization, dehumanization, and eradication of the Tigrayan people.

In our letter, we respectfully urge the State Department to reconsider and revoke its decision, to apply accountability equally, and to ensure that U.S. policy is guided by facts on the ground rather than one-sided political narratives or the politicization of the peace process.
