[ঢাকা, ১৩ মে ২০২৬] সরকারের আইন লঙ্ঘন ও নাগরিক অধিকার হরণ করে গুলশান সেন্ট্রাল পার্ক (শহীদ তাজউদ্দিন স্মৃতি পার্ক) ব্যবস্থাপনার দায়িত্ব দখলদার গুলশান ইয়ুথ ক্লাবকে প্রদান করেছে রাজধানী উন্নয়ন কর্তৃপক্ষ (রাজউক)।। এ ঘটনায় গভীর বিস্ময় ও উদ্বেগ প্রকাশ করেছে মাঠ, পার্ক, জলাধার দখলমুক্ত আন্দোলন।। রাজউকের এই সিদ্ধান্ত হাইকোর্টের আদেশ, মাঠ পার্ক জলাধার আইন ২০০০ এবং নাগরিক অধিকারের পরিপন্থি।। এ কাজের মাধ্যমে রাজকউ সাবেক মেয়র আতিকুল ইসলামের বেআইনী সিদ্ধান্তকেই পুর্ণবহাল করেছে বলে মনে করে মাঠ, পার্ক, জলাধার দখলমুক্ত আন্দোলন।। আজ বুধবার (১৩ মে ২০২৬) বিকেলে গণমাধ্যমে পাঠানো এক সংবাদ বিজ্ঞপ্তিতে এ তথ্য জানানো হয়েছে।।

বিজ্ঞপ্তিতে বলা হয়েছে, ব্যবস্থাপনার দায়িত্ব পাওয়ার পরপরই গুলশান ইয়ুথ ক্লাব মাঠের অনুমোদিত মাস্টারপ্ল্যান ভঙ্গ করে নতুন স্থাপনা নির্মাণ শুরু করেছে এবং মাঠে খেলাধুলার জন্য অর্থ আদায়ের ঘোষণা দিয়েছে।। এর ফলে সাধারণ শিশু-কিশোর ও নাগরিকদের মাঠে অবাধ প্রবেশ কার্যত বন্ধ হয়ে গেছে।। এই পদক্ষেপ মাননীয় প্রধানমন্ত্রীর প্রতি এলাকায় একটি করে মাঠ নির্মাণ ও খেলাধুলার পরিবেশ সৃষ্টির ঘোষিত অভিপ্রায়ের সঙ্গে সাংঘর্ষিক।। একইসঙ্গে সরকারের কার্যক্রমকে বিতর্কিত করার একটি ষড়যন্ত্র।।

রাজউক সম্প্রতি মোবাইল কোর্ট পরিচালনার মাধ্যমে যে ক্লাবের কার্যক্রম বেআইনি ঘোষণা করে বন্ধ করেছিল এবং যাদের আদালত দখলদার হিসেবে চিহ্নিত করেছে, সেই একই ক্লাবকে পুনরায় মাঠ ব্যবস্থাপনার দায়িত্ব দেওয়া রাজউকের মতো একটি রাষ্ট্রীয় প্রতিষ্ঠানের নৈতিকতা ও দায়িত্ববোধকে প্রশ্নবিদ্ধ করেছে বলেও মনে করে মাঠ, পার্ক, জলাধার দখলমুক্ত আন্দোলন।।

বিজ্ঞপ্তিতে আরও বলা হয়েছে, বাংলাদেশ জাতীয়তাবাদী দল (বিএনপি)-এর নির্বাচনী ইশতেহারে নগরে শিশুদের জন্য নতুন মাঠ তৈরির অঙ্গীকার আমাদের মধ্যে নতুন আশার সঞ্চার করেছিল।। কিন্তু রাজউক কর্তৃপক্ষ প্রধানমন্ত্রীর আশা ও সরকারের নির্বাচনী অঙ্গীকারের বিপরীতে অবস্থান নিয়ে, পুরনো দখলদারকে মাঠ বুঝিয়ে দিতে ব্যস্ত।। আর এ কাজ বাস্তবায়নে বাংলাদেশের প্রথম প্রধানমন্ত্রীর নামে নামকরণকৃত শহীদ তাজউদ্দিন স্মৃতি পার্কের নাম পরিবর্তন করে ‘গুলশান সেন্ট্রাল পার্ক ও ক্রীড়া কমপ্লেক্স’ করা হয়েছে এবং দীর্ঘদিনের অবৈধ দখলদারের হাতে এর ব্যবস্থাপনা তুলে দেওয়া হয়েছে।। দখলদার ক্লাবটি মাঠ ভাড়া দেওয়ার মাধ্যমে সাধারণ মানুষের প্রবেশাধিকার বন্ধ করে দিয়েছে, যা মাঠ, পার্ক ও জলাধার আইন অনুযায়ী সম্পূর্ণ বেআইনি।।

প্রসঙ্গত, ২০১৩ সালে রাজউক এই মাঠ থেকে সকল অবৈধ স্থাপনা উচ্ছেদের নির্দেশনা দেয় (Memo dated 05.03.2013)। ওই আদেশের বিরুদ্ধে গুলশান ইয়ুথ ক্লাবের দায়েরকৃত রিট (Writ Petition No. 2891 of 2013) মহামান্য আদালত খারিজ করে দিয়ে উচ্ছেদের নির্দেশ বহাল রাখেন।। অথচ আদালতের সুস্পষ্ট নির্দেশনা থাকা সত্ত্বেও রাজউক দখলদার গুলশান ইয়ুথ ক্লাবকে মাঠ ব্যবস্থাপনার দায়িত্ব দিয়ে নাগরিক অধিকার হরণ করেছে এবং অবৈধ স্থাপনাকে বৈধতা দেওয়ার চেষ্টা করেছে।।

বিজ্ঞপ্তিতে বলা হয়েছে, সাবেক মেয়র আতিকুল ইসলামের সময় থেকে বিগত তিন বছর ধরে আমরা শহীদ তাজউদ্দিন স্মৃতি পার্ককে নাগরিকদের জন্য বিনামূল্যে উন্মুক্ত করার দাবিতে পরিবেশবাদীরা আন্দোলন করে আসছে।। গুলশান-২-এর ১০৩/১০৯ রোডের এই মাঠটি বর্তমানে ক্ষমতাশালী মহলের অবৈধ দখলের একটি জ্বলন্ত উদাহরণ।। এখন মাঠটি ক্লাবের নামে দখলে নিয়ে ভাড়া দেওয়া হচ্ছে, যাতে কেবল অর্থবান পরিবারের সন্তানরাই খেলাধুলার সুযোগ পাচ্ছে। রাষ্ট্রের অর্থে নির্মিত মাঠ ও পার্ক কয়েকজন ব্যক্তি বা প্রতিষ্ঠানের বাণিজ্যিক স্বার্থে ব্যবহৃত হওয়া চরম অনিয়ম ও দুর্নীতির শামিল।। বারবার অভিযোগ দেওয়া সত্ত্বেও সংশ্লিষ্ট কর্তৃপক্ষ কার্যকর কোনো ব্যবস্থা নেয়নি, যা জনমনে গভীর হতাশা সৃষ্টি করেছে।।

বিজ্ঞপিতে মাঠ, পার্ক, জলাধার দখলমুক্ত আন্দোলন ৭টি সুপারিশ দিয়েছে।। এগুলো হলো, ১. শহীদ তাজউদ্দিন স্মৃতি পার্কের নাম অবিলম্বে পুনর্বহাল করা; ২. শহীদ তাজউদ্দিন স্মৃতি পার্কসহ সকল মাঠ ও পার্ক থেকে অবৈধ স্থাপনা উচ্ছেদে নির্দিষ্ট কর্মকর্তাকে দায়িত্ব প্রদান এবং রাজউকের সরাসরি তত্ত্বাবধানে ব্যবস্থাপনা নিশ্চিত করা; ৩. মাস্টারপ্ল্যান অনুযায়ী মাঠ ও পার্ককে পূর্ণাঙ্গ খেলাধুলা ও উন্মুক্ত পার্ক হিসেবে রূপান্তর করা; ৪. মাঠটি কমিউনিটির মাঠ হিসেবে সকল নাগরিকের জন্য বিনামূল্যে উন্মুক্ত রাখা এবং কোনো ক্লাবের বাণিজ্যিক কাজে ব্যবহার না করা; ৫. ক্লাবের ব্যবসায়িক স্বার্থে নির্মিত অবৈধ ফুটবল টার্ফ অপসারণ করা; ৬. পার্ক ও মাঠ সকল নাগরিকের জন্য উন্মুক্ত ঘোষণা করে প্রজ্ঞাপন জারি, প্রবেশপথে নোটিস ও অভিযোগের জন্য যোগাযোগ নম্বর প্রদর্শন এবং ৭. ঢাকা শহরের প্রতিটি পার্ক ও মাঠে রাজউকের উদ্যোগে ‘নাগরিকদের মাঠ-সকলের জন্য উন্মুক্ত’ সাইনবোর্ড স্থাপন।।

An area used by elephants for over 2,000 years.
The land was essential to the majestic creatures.
It played a vital role in the elephant’s migration corridor.
But a large-scale solar project started to change that.

Solar panels have now replaced the open grazing land that the herd relied upon.

What looked like unused land to humans had a hidden purpose.

And that purpose is being disrupted in real time.

Locals raised concerns when the solar farm was being constructed.

And now, their fears have been confirmed as something is happening.
