The story of Samrat and Niharkoli was supposed to be one of rescue. Instead, it has become a story about what happens after a rescue—and about who is held accountable when the system meant to protect an animal appears to fail.

Samrat and Niharkoli were rescued after allegations of abuse, returned to their owners, and brought back into state custody just 13 days later after fresh allegations of mistreatment. The sequence raises a bigger question about what happens when an animal is rescued but the system fails to establish clear accountability for what happened before and after the rescue.

The episode also exposes gaps in Bangladesh’s captive elephant management, with draft management rules still unfinished and questions remaining over who should be held responsible when official decisions put rescued animals back at risk.
