Sapran expresses deep concern over the proposed National Human Rights Commission Act, 2026 and Enforced Disappearance Prevention and Remedy Act, 2026. While legal reforms to strengthen human rights protections are essential and welcome, the current drafts raise important concerns regarding institutional independence, accountability mechanisms, investigative authority, and procedural barriers that may weaken the effectiveness of these protections.

Strong laws should not be designed only for present political realities; they should function as long-term safeguards for all citizens, irrespective of who holds power. We urge policymakers not to rush these bills, and instead ensure meaningful consultation with legal experts, civil society actors, and the broader public before finalization.

Bangladesh needs independent, empowered, and credible human rights institutions capable of protecting citizens from any future misuse of power.

Sapran’s Research Director, Md. Zarif Rahman, has been featured through an interview based opinion piece “A New Generation of Activists: Why Democracy Is Still Relevant” (Une nouvelle génération de militants: pourquoi la démocratie est toujours d’actualité), authored by Gerald Staberock, Secretary General of OMCT and Aurore Heugas, Head of Communications and Campaigns at OMCT, and published in Tribune de Genève (French).

Drawing on reflections from the 2024 Gen Z-led uprising in Bangladesh and broader global trends, the article explores how a new generation of young people is reshaping civic and political participation.

Reflecting on Bangladesh, the discussion highlights how what began as a movement against a discriminatory quota system transformed into a broader challenge to authoritarianism following the brutal state response.

It also examines how political expression itself evolved: memes, anime references, graffiti, and digital platforms became more than communication tools; they became spaces of solidarity, mobilization, documentation, and resistance. What was shared online later appeared on the walls and streets of cities.

The article also highlights an important paradox: the same technologies that create visibility and accountability can also expose activists to surveillance, disinformation, criminalization, and repression.

প্রতিটি মর্মান্তিক ঘটনার পর আমরা শোকাহত হই, ক্ষুব্ধ হই, প্রতিবাদ করি--কিন্তু সময়ের সঙ্গে সেই ক্ষোভ মিলিয়ে গেলে বিচারপ্রক্রিয়াও অনেক সময় ধীর হয়ে পড়ে।

সপ্রান মনে করে, শিশুদের বিরুদ্ধে সহিংসতা রুখতে কেবল সাময়িক প্রতিক্রিয়া যথেষ্ট নয়। প্রয়োজন দ্রুত ও নিরপেক্ষ বিচার, রায় কার্যকর, ভুক্তভোগী পরিবারের সুরক্ষা, অপরাধীদের রক্ষায় সব ধরনের রাজনৈতিক ও সামাজিক প্রভাব বন্ধ করা, এবং দীর্ঘমেয়াদি, টেকসই সামাজিক প্রতিরোধ গড়ে তোলা।

Why do national days, historical figures, and even collective memory remain so deeply contested in Bangladesh? Why do cycles of violence and exclusion continue to reproduce themselves across political periods?

In our latest article, "𝐁𝐞𝐲𝐨𝐧𝐝 𝐎𝐧𝐞 𝐄𝐯𝐞𝐧𝐭: 𝐖𝐡𝐲 𝐁𝐚𝐧𝐠𝐥𝐚𝐝𝐞𝐬𝐡 𝐍𝐞𝐞𝐝𝐬 𝐚 𝐋𝐚𝐲𝐞𝐫𝐞𝐝 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡 𝐭𝐨 𝐓𝐫𝐮𝐭𝐡, 𝐉𝐮𝐬𝐭𝐢𝐜𝐞, 𝐚𝐧𝐝 𝐇𝐞𝐚𝐥𝐢𝐧𝐠,” we argue that Bangladesh’s crisis cannot be understood only through a single event or political rupture. Many of today’s divisions are rooted in accumulated and unresolved historical, political, and institutional wounds that continue to shape the present.

The piece explores how victims of one political period may become perpetrators in another, how institutions meant to deliver justice can themselves reproduce trauma, and why truth, healing, reconciliation, and transitional justice discussions need to be contextualized within the Bangladeshi reality rather than simply imported from elsewhere.

Pellet guns are among the most sinister tools used by authoritarian regimes. While they do not always k**i/ll directly — though there have been many cases where their use resulted in the immediate d/ea/th of civilians — their broader function often goes beyond de/-at/h itself. They are designed to leave long-term physical, psychological, and socio-economic scars that permanently reshape the lives of victims.

For many survivors, the impact extends far beyond injury. Loss of eyesight, disability, trauma, unemployment, social isolation, and the breakdown of everyday life can collectively produce what scholars describe as a form of “social de//-ath” — a silent erasure of dissent through prolonged suffering.

In this reel, Sapran researcher Zeba Sajida Saraf explains how pellet guns can function as an “eureka weapon” for repressive governments: a tool that enables both direct violence and the long-term suppression of dissent through fear, maiming, and social marginalization.

At Sapran, our work goes beyond documenting what happened. We also ask why such violence becomes possible — what political logic, institutional culture, narratives, and justifications allow these practices to continue. Understanding these deeper structures is essential for challenging impunity and advancing meaningful accountability.

Today we remember the victims of the Shapla Chattar massacre, an incident that remains a profound wound in our national consciousness. For years, the truth has been obscured by official denial and a state-sponsored silence that refuses to acknowledge the lives lost.

This tragedy did more than take lives; it solidified a dangerous "us vs them" narrative that continues to polarize our society. When a state denies the trauma of its own people, it deepens the divide and hinders the possibility of collective healing.

At SAPRAN, we remain committed to survivor-centered documentation and the preservation of memory. A free press is the first line of defense against injustice and the erosion of democratic values. On World Press Freedom Day, we emphasize the urgent need to protect those who document the truth and give a voice to the voiceless. Systemic progress is only possible when information flows freely and those in power are subject to public scrutiny.

Sapran believes that silence is the greatest ally of impunity. We urge the state to strengthen legal protections for media professionals and dismantle the barriers that hinder investigative research. Safety for journalists is safety for the truth.
