BSIA-SICIP Launches Semiconductor Testing Training Course for University Graduates

The Bangladesh Semiconductor Industry Association (BSIA), under the Skills for Industry Competitiveness and Innovation Program (SICIP), formally inaugurated the Semiconductor Testing Training Course on 15 September 2026 at the AIUB Banani Campus, Dhaka.

A total of 25 university graduates have enrolled in the three-month program, designed to provide industry-relevant knowledge and hands-on skills in semiconductor testing and prepare participants for employment and career opportunities in Bangladesh and abroad.

The inaugural program was chaired by Mr. M. A. Jabbar, President, BSIA and Chairperson, Program Standing Committee (PSC), BSIA-SICIP. In his remarks, he encouraged the participants to remain sincere, hardworking and committed to continuous learning, emphasizing the importance of developing skills aligned with the rapidly evolving global semiconductor industry.

Mr. Myenul Hasan, Joint Secretary and DEPD (FM), SICIP, attended as Special Guest and highlighted the growing opportunities in the semiconductor sector. He urged the trainees to make the best use of the Government-supported training opportunity and prepare themselves for successful careers.

The program was also addressed by Mr. Mohammad Afzal Hossain, Deputy Secretary and AEPD (PM), SICIP; Mr. Munir Ahmed, Director, BSIA and Director, iTest Bangladesh Ltd.; and Dr. Hasan Uz Zaman, Professor, Department of EEE, BRAC University.

Earlier, Mr. Rashidul Hassan, Chief Coordinator, BSIA-SICIP, delivered the welcome address and briefed the participants on the objectives of the training initiative. Trainees Ms. Sraboni Pal Dipi and Mr. Kamrul Ahsan also shared their expectations from the course.

During the event, an MoU was signed between BSIA and iTest Bangladesh Ltd. for conducting the Semiconductor Testing Training Course. The MoU was signed by Mr. M. A. Jabbar, President, BSIA, and Mr. Munir Ahmed, Director, iTest Bangladesh Ltd.

Guests later visited the Semiconductor Testing Training Laboratory and were briefed on the facilities and equipment available for practical training.

Under the BSIA-SICIP program, a total of 3,500 university graduates are planned to be trained in seven specialized areas of semiconductor technology over the next two years, with the objective of developing a skilled and employment-ready workforce for Bangladesh’s growing semiconductor industry.

BSIA Holds its 2nd Annual General Meeting

The 2nd Annual General Meeting (AGM) of the Bangladesh Semiconductor Industry Association (BSIA) was held on 12 September 2026 at Gulshan Club, Dhaka, with BSIA President Mr. M. A. Jabbar presiding over the meeting.

In his opening remarks, the BSIA President highlighted the Association’s key achievements over the past year and outlined its future priorities. He reaffirmed BSIA’s commitment to building a skilled semiconductor workforce, strengthening research and innovation, expanding international collaboration, and positioning Bangladesh as a competitive player in the global semiconductor industry.

The AGM discussed and deliberated on agenda items, including confirmation of the minutes of the 1st AGM, adoption of the Annual Report 2025–2026, approval of the Accounts and Auditor’s Report for FY 2025–26 and appointment and fixation of remuneration of the auditor for FY 2026–27. .

Mr. Mojahedul Haque Abul Hasanat, Vice President (Finance), presented the Accounts of the Association and Auditor’s Report for FY 2025–26. BSIA Directors Mr. Munir Ahmed and Mr. Kamrul Ahsan Dewanjee also participated in the discussion.

Representatives from BSIA member companies, including Neural Semiconductor Limited, Ulkasemi Private Limited, iTest Bangladesh Limited, SILICONOVA Limited, Dynamic Solution Innovators, Tafuri Technologies Limited, BALU Technologies Ltd., Prime Silicon Technology Limited, CACTUS MATERIALS LTD, Kranti Associates Ltd., ACI Semiconductor Ltd., ADN Semiconductors Ltd. and Silicon Array, attended the AGM.

Members also shared valuable recommendations on industry development, participation in major international semiconductor and technology events, exploring global markets, and preparing a comprehensive Semiconductor Industry Roadmap towards 2030 for submission to the Government.

A question that became a national mission - and the leadership that carried it forward.

Years ago, watching Bangladeshi engineers thrive at the world's leading semiconductor companies, our President, Mr. Mohammed Jabbar, asked a simple question: if this talent can succeed anywhere in the world, why not build that future here, at home?

That question shaped the mission we have built together at the Bangladesh Semiconductor Industry Association (BSIA), an association founded to turn scattered individual success into a shared national ecosystem, connecting government, academia, industry, and the global diaspora around one goal. This July, that mission stood on a national stage at the National Semiconductor Symposium & BEAR Summit 2026.

BSIA Delegation Meets Commerce Secretary to discuss Semiconductor Export Growth & Policy Support

A three-member delegation of the Bangladesh Semiconductor Industry Association (BSIA) met Mr. Md. Ataur Rahman Khan, ndc, Secretary, Ministry of Commerce, on Tuesday, 25 August 2026 to discuss the progress, prospects and policy support required for accelerating the growth of Bangladesh’s semiconductor industry.

Vision for 2030:
BSIA presented its target to generate 10,000 engineering jobs and achieve multi-billion-dollar export earnings by 2030.

Actionable Roadmap:
The Commerce Secretary underscored the Prime Minister's focus on the sector and advised BSIA to develop a clear activity plan to accelerate export growth.

Policy & Trade Requests:
 Inclusion of BSIA in the ICT Business Promotion Council membership;

 Inclusion of CES 2027-USA, alongside SEMICON Southeast Asia 2027, in the EPB Fair Calendar 2026-27;

 Issuance of an official communication to LGED to include “Semiconductor” in the list of businesses recognized under the relevant Trade License gazette;

 Engagement of Commercial Counsellors in Bangladesh Missions abroad to actively promote Bangladesh’s semiconductor industry and facilitate international business linkages.

The BSIA delegation was led by Mr. Mahbube Elahi Chowdhury Shameem, Senior Vice President, BSIA, and included Mr. Syed M Munir, Director, Business Development, iTest Bangladesh Ltd., and Mr. Hashim Ahmed, Secretary, BSIA.

From the Ministry of Commerce Ms. Nahid Afroz, Joint Secretary (Export-2); Ms. Tania Islam, Deputy Secretary (Export-1); and Dr. Md. Razzaqul Islam, PAA, Deputy Secretary (Export-4) and Director, Business Promotion Council (BPC) attended the meeting.

The Ministry assured due consideration of these proposals to strengthen Bangladesh’s semiconductor ecosystem.

BSIA Delegation Meets ICT Secretary to Discuss Semiconductor Sector Development and Global Promotion

A delegation of the Bangladesh Semiconductor Industry Association (BSIA), led by its President Mr. M. A. Jabbar met Mr. Md. Mamunur Rashid Bhuiyan, Secretary, ICT Division, at his office on Sunday, 16 August 2026, to discuss ongoing initiatives and future support for the development of Bangladesh’s semiconductor industry.

Global Outreach & CES 2027:
BSIA highlighted recent international engagements across the US, Malaysia, and South Korea, and requested support to showcase Bangladesh's capabilities at CES 2027 in Las Vegas. The ICT Secretary noted current budget limits but assured the proposal remains under consideration.

Bonded Warehouse Progress:
BSIA thanked the ICT Division for supporting key recommendations from the PMO high-level committee to facilitate bonded warehouse facilities for the sector.

National Summits:
The Secretary suggested exploring future co-partnerships with the ICT Division for the National Semiconductor Symposium and BEAR Summit.

The BSIA delegation also included Mr. Mahbube Elahi Chowdhury Shameem, Senior Vice President; Mr. Ashiqur Rahman Tanim, Director; and Mr. Hashim Ahmed, Secretary, BSIA. Mr. Fazlur Rahman, Managing Director, Bangladesh Hi-Tech Park Authority (BHTPA), was also present at the meeting.

The ICT Division reaffirmed its support to help build a globally competitive semiconductor ecosystem in Bangladesh.

What if the biggest lesson for AI in universities isn't about AI at all?

At the National Semiconductor Symposium & BEAR Summit 2026, the Global Academic Plenary turned to one of the defining questions facing higher education today: how should universities actually activate artificial intelligence, not just adopt it?

Delivered by Professor Dimitrios Peroulis, Senior Vice President, Purdue University, West Lafayette, Indiana, USA

Professor Peroulis opened by congratulating Bangladesh on its semiconductor ambition, describing it as a "giant leap", a fitting nod, given Purdue's own connection to Neil Armstrong. He then offered a rare, candid look inside how one of the world's leading STEM institutions is rethinking itself for the AI era.

Key insights from the address:
▪️ Purdue's history with semiconductors runs deep a comprehensive degree and workforce-development programme was in place before the US CHIPS Act, and the university has since drawn major industry investment, including a $4B SK hynix packaging facility now under construction nearby
▪️ The electrification of factories offers the sharpest lesson for AI: for twenty years after electric motors arrived, productivity barely moved, because factories simply swapped the steam engine for a motor without redesigning anything else. Real gains only came when the entire system was rebuilt around the new technology
▪️ Universities move through three stages with AI, awareness (exploring tools and policy), activation (redesigning systems and measuring real impact), and amalgamation (genuine human–AI symbiosis) and most institutions worldwide are still early in that journey
▪️ Purdue's own milestone: every student entering its main campus from Autumn 2026 must demonstrate practical AI competency to graduate, defined differently for an engineer, an artist, or a business student, but required of all
▪️ AI training can't stop at students; faculty, staff, and working professionals need it too, which is why Purdue built a fully online AI master's degree and shorter microcredentials, now reaching professionals across industry, government, and the military
▪️ None of this happens alone: Purdue's strategic partnerships with Google and Apple were offered as proof that real innovation happens across institutional, disciplinary, and geographic boundaries - "one plus one equals three"

His closing challenge to Bangladesh's universities was direct: define at least one measurable, university-wide AI milestone - scalable, universal, and continuously reviewed - because incremental pilot projects are no longer enough.

BSIA Leadership Meets Chairman, Bangladesh Trade and Tariff Commission

Mr. M. A. Jabbar, President of the Bangladesh Semiconductor Industry Association (BSIA), met Mr. Nasir-ud-Doula, Chairman, Bangladesh Trade and Tariff Commission, on 13 August 2026. He was joined by Mr. Mahbube Elahi Chowdhury, Senior Vice President, and Mr. Hashim Ahmed, Secretary, BSIA.

Mr. Jabbar briefed the Chairman on the growth of Bangladesh's semiconductor industry, the formation of BSIA, and the Association's key initiatives over the past two years. In line with the Honourable Prime Minister's vision of developing Semiconductor into a leading export-earning sector after RMG, he acknowledged the strong support of government policymakers and relevant agencies.

The Chairman welcomed BSIA's observations and expressed confidence that Bangladesh's young engineers can excel in the Semiconductor Industry at home and abroad.

BSIA looks forward to continued cooperation with the Commission in building a supportive policy environment for the sustainable growth and global competitiveness of the sector.

Behind every industry are the people who built it first.

At the National Semiconductor Symposium & BEAR Summit 2026, Panel 3 - "Global Semiconductor Industry Leadership Dialogue" - moved past strategy and into something more personal: the real stories of the entrepreneurs and technologists who built Bangladesh's place in this industry, often against real odds.

Moderated by Professor Muhammad Mustafa Hussain, ECE, Purdue University; Chief Architect, Silicon River Bangladesh and BEAR Vision

The conversation was refreshingly honest about the skepticism founders faced returning home to build, the years it took to earn international trust, and what it actually takes to lead in a field that never stops changing.

▪️ Bangladesh's global credibility was built relationship by relationship, through diaspora networks, persistence, and a willingness to prove capability project by project
▪️ Mr. Jabbar's own motivation was simple: if Bangladeshi engineers were already succeeding at the world's top semiconductor companies, why couldn't that expertise be harnessed at home?
▪️ Mr. Rahman shared his own founding story, starting Ulkasemi in 2007 against the advice of friends in Silicon Valley, surviving the 2008 global recession, and building trust one delivered project at a time. His lesson: "failure is not enough reason to give up"
▪️ Global competitiveness means playing to strength - Mr. Ahmed pointed to Bangladesh's proven software talent as a foundation for building specialized, high-value niches rather than competing on every front at once
▪️ Continuous learning is non-negotiable - Dr. Bahai noted that in this industry, even a brief pause from learning is enough to fall behind
▪️ On AI, Mr. Rahman was direct: his company is already integrating AI into its design workflows - including with Apple and growing its workforce alongside it. His message to engineers: don't fear AI, fear failing to learn it
▪️ Talent will always move globally - the panel's answer was brain circulation, not restriction: keeping expatriate professionals connected through investment, mentorship, and knowledge-sharing, so their growth abroad still strengthens Bangladesh at home

The panel's closing message was clear: leadership in this industry isn't inherited - it's built through discipline, curiosity, and the refusal to give up when the first answer is no.
