Introduction:
Welfare Centre for the Disabled (WCD) is a non-profit organization in Bangladesh which was established on March 3, 1997 with a young group of people with disabilities (PWDs) and parents, relative of PWDs under the leadership of Anwar Hossain. Main aim is to establish human rights and diginity of people with disabilities focused on employment, education, health, justice, environment,
recreational activities.
02. Background and Problems:
Bangladesh is a developing country located in South Asia and is home to approximately 160 million people. It is a country of widespread poverty, with 25.6 % of the population living below the poverty line, because inadequate health, education, employment and recreational facilities. Lack of social security services and at high risk from natural disasters, particularly flooding, cyclone & earthquake etc. Estimates indicate that 10% of the population i.e. 16 million people are living with a disability and these are one of the mostvulnerable groups as they didn’t receive any remarkable facilities from Government and non-profit organizations. The present situation of people with disabilities are vulnerable, most of PWDs are poor in Bangladesh. People with disabilities are mostly excluded from mainstream economic development and social interactiondue to misconceptions, negative attitudes, discrimination on rights and limited knowledge of mainstream development actors. 80% People with disabilities (PWDs) are living in remote areas which is totally inaccessible, graphically vulnerable areas, are at even greater risk as their participation in socio-economic development activities. So to address these problems and to improve the overall situations of Bangladesh, the main aim of this organization is to promote the rights of people with disabilities by improving knowledge & techniques the people with disabilities and providing support for employment, education, health, justice and recreational activities for them and their families. WCD is working for the empowerment of people with disabilities in socio-economically at their living areas through self-help groups or individuals.

04. Mission Statement:
To promote unity of people with disabilities have access to employment, education, health, physical environment, justice and recreational activities.
05. Strategic Objectives:
To enhance participation of people with disabilities (PWDs) in the socio-economic development activities and improve their livelihood status through self-employment.
To provide education, vocational and skill development training to develop the knowledge for self- dependency.
To promote empowerment of people with disabilities through community based rehabilitation services.
To provide legal aid assistance to protect rights on justice among the men and women with disabilities in Bangladesh.
To create enabling environment for people with disabilities in society to improve their accessibility and access to services & resources.
To promote sports and recreational activities for people with disabilities at local level, national level and international level.
06. Targeted beneficiaries:
People with disabilities (PWDs) are prime beneficiaries of the project as they are inspired from getting
their minimum needs in leading the livelihood, establish equal rights and involved them in socio-economic
activities. All kind of grassroots marginalized people with disabilities are main beneficiaries of this organization.
07. officials, community leaders, teachers, GO & NGO representatives, private sector leaders, social worker, lawyer, civil society would be the main stakeholders to have influencing in promoting the rights of people with disabilities and their inclusion in the society.
08. Working location:
At present, we are working in Savar Upazilla of Dhaka District and WCD will extend it activities at other districts in near future.
09. Management:
WCD has a General Council (GC) with 35 members and an Executive Committee (EC) with 11 members. The Executive Committee is formed by General Council which is supervising the overall activities of WCD. Also, the Executive Committee elects an Advisory Committee of 5 members. The Advisory Committee gives
necessary suggestions to the EC for better implementation of the programme.
10. Plan :
General Secretary is responsible as the Executive Director, The Executive Director is conducting daily administration by the roles of business. The procedures of staff management, staff recruitment, and project designing and organize training, making written policies in the part of role of business. In maintaining office management the following manuals are being used ensuring proper implementation of
the projects and policies. WCD maintained the Human Resource Management Manual and Accounts and financial management manual and Gender Manual.
11. Legal Status:
WCD was registered as a non-profit organization with the Bangladesh Department of Social Services,
Ministry of Social Welfare in 1997 (registration number Dh-04000) and with the NGO Affairs Bureau under
the Prime Minister& #39;s Office, Peoples& #39; Republic of Bangladesh since 1998 (registration number FDO/R-1309).

13. Staff Strength:
The organization has a young dynamic team of 5 persons who are skill trained, experienced and have wide range of development knowledge and worked in different NGOs. 50% employees are differently able person. The activities are leading by the Executive Director. WCD has a few staff volunteer staff.
14. Networking
WCD is working with close connection with National Forum (NFOWD) and National Alliance of Disabled Peoples Organisations (NADPO) to establish unity of people with disabilities and ensure their equal opportunity and equal rights in society.
15. Fund Raising:
At present, WCD is raising its fund from membership subscription, personal contribution from members and well-wishers, local donors, foreign donors & institutional donor agencies etc. The organization received a small amount of donation from Oxfam GB and Trustee Access-4, UK. We made a plan to make
more income generation project to sustainable development of the organization base. In this regard, WCD needs financial assistance from donor agencies and individuals in home and abroad to run all kind of its activities.
16. Our Challenges for the Future Development:
To set-up a accessible training & Rehab centre for the Persons with Disabilities (PWDs), we need to different programme activities in order to employment more People with disabilities (PWDs) and improve livelihood to become self-reliance. We are committed to help the increasing the number of physically, hearing, visual and mentally impaired, autism people. We have a primary estimate to raise the sum of 200000 US$ to fully develop in the coming years (25,000 US$ for training & rehab centre) and we need your helping hand to reach our goal.
