Key Decisions of the 44th Adaptation Fund Board Meeting held from 8-11 April 2025 in Bonn, Germany

1. Resource Allocation:
- Country cap increased to US$ 40 million.
- Single-country and regional project caps increased to US$ 25 million and US$ 30 million, respectively.

2. Project Approvals:
Approved funding for 20+ fully developed projects across countries like Bangladesh, Argentina, Panama, Bosnia, Lesotho, Philippines, Somalia, etc., totaling hundreds of millions of USD.

3. Concept Endorsements:
Endorsed various concept and pre-concept notes from countries including Indonesia, Algeria, Bhutan, Senegal, Malawi, and regional initiatives in Africa, South America, and the Caribbean.

4. Workplan & Budget for FY2026:
Approved over US$ 110 million in budget allocations for Board operations, regional/local projects, innovation, and trust fund management.

5. New Resource Mobilization Target:
Set a US$ 300 million fundraising floor for 2025 and tasked the secretariat with drafting a strategy for 2026–2029.

An inception workshop on the project titled “Formulating a National Framework for Loss and Damage Assessment, Accessing International Climate Finance, and Assessing Internal Migration and Displacement in Bangladesh” was held today, 13 February 2025, at the Department of Environment, Agargaon, Dhaka. The initiative aims to develop a comprehensive national framework for assessing loss and damage, facilitate access to international climate finance, and evaluate internal displacement caused by climate change.

Dr. Farhina Ahmed, Hon’ble Secretary, Ministry of Environment, Forest, and Climate Change (MoEFCC), graced the event as the Chief Guest. Additional Secretary (Climate Change) Dr. Fahmida Khanom attended as the Special Guest, while Dr. Md. Kamruzzaman, ndc, Director General, Department of Environment, presided over the workshop.

The workshop brought together representatives from various ministries, departments, agencies, academia, and research organizations. Mr. Mirza Shawkat Ali delivered the welcome remarks, and Mr. Md. Mahmud Hossain presented the keynote address during the inaugural session.

In the technical session, Dr. Ainun Nishat, Professor Emeritus, moderated discussions among an esteemed panel, which included Dr. Fazle Rabbi Sadeque Ahmed, Deputy Managing Director, PKSF; Mr. Dharitri Kumar Sarkar, Deputy Secretary, MoEFCC; Advocate Hafizul Islam Khan, Climate Expert; Mr. Saqib Huq from ICCCAD; and Mr. Asfaqur Rahman from IOM.

Panelists and experts emphasized the urgent need for a well-structured national framework for loss and damage assessment, ensuring the engagement of government agencies, NGOs, and research organizations. Discussions also focused on strengthening Bangladesh’s position in accessing international climate finance and conducting a comprehensive assessment of climate-induced internal displacement.

This initiative aligns with Bangladesh’s ongoing efforts to address climate change impacts and enhance resilience, reinforcing its commitment to sustainable development and climate justice.

An inter-ministerial meeting took place on May 29, 2024, at the Intercontinental Hotel in Dhaka. Dr. Farhina Ahmed, Secretary of the Ministry of Environment, Forest and Climate Change, chaired the meeting. The primary focus was on establishing institutional arrangements among stakeholders for the 'Adaptation Initiative for Climate Vulnerable Offshore Small Islands and Riverine Charland in Bangladesh’ Project.

Dr. Abdul Hamid, Director General, Department of Environment, and Mr. Stefan Liller, Resident Representative, UNDP Bangladesh highlighted the importance of this pioneering Adaptation Fund project in Bangladesh. Mr. Md. Mahmud Hossain, Deputy Project Director, provided an update on the progress and called for prompt agreements with key agencies to ensure effective project implementation.
