The Older Persons (Care and Protection) Bill, 2026 is long overdue and today, we take decisive action.

I stood in the House of Assembly today not just to table legislation, but to defend the dignity of our Seniors, those who built this nation. This Bill ensures their protection, their respect, and their right to live free from abuse.

We are making it clear, abuse in any form will not be tolerated. Psychological, emotional, financial exploitation, neglect, or abandonment, if you are found guilty, you face fines up to $100,000, imprisonment, or both.

And to our professionals, medical personnel and law enforcement, mandatory reporting is now the law.
Fail to report suspected abuse, and you face $10,000 in fines, 12 months in prison, or both. But let me be equally clear, reporting in good faith will never be punished.

We are not just legislating, we are strengthening care systems, with continued improvements at Vauxhall Senior Village and Lancaster House.

I also recognize the foundation laid by my predecessor, Hon. Kirk Humphrey, and the contributions of Minister Emeritus Ms. Cynthia Forde, alongside BARP, Soroptimists International, and our dedicated NGOs and technical teams.

This is about accountability. This is about protection.
This is about honouring our elders, not with words, but with action.

Residential care for the elderly has drifted beyond the reach of ordinary Barbadians, and the government should consider setting fees for private facilities in the same way it regulates rates in other professions, Minister of Agriculture Dr Shantal Munro-Knight has said.

Healthy Ageing is possible.

Kathy Harper-Hall is the definition of active ageing. As the country's most decorated competitor in senior athletics, she left an indelible mark in track and field, netball, and boxing. Over the years, she has taken home several medals at the Barbados National Senior Games and has a medal haul of over 100 from the World Senior Games held annually in Utah, USA.

In the March edition of Better Health magazine, she explains how she keeps active at 87, why she treats her body like she treats her car, and why she refuses to let anything—including age—slow her down.

We are glad to see the efforts that are being made to support the elderly.

The Elder Abuse Awareness Network Inc was formed to bring awareness to the scourge of elder abuse and to educate the public on the ways that they can protect themselves and their families from elder abuse.
