Today, representatives from Mind Australia appeared before the Senate Community Affairs Legislation Committee in Canberra to advocate for targeted amendments to the NDIS Amendment Bill 2026, ensuring people with psychosocial disability are not unintentionally further disadvantaged in accessing essential disability supports.

We were represented by Board Chair Professor Allan Fels, Board Director (and Chair of BEING - Mental Health Consumers) Tim Heffernan, CEO Gill Callister, and Executive Directory Strategy, Engagement and Housing Transformation, Nicola Ballenden.

Our message to the Committee was clear: while we understand and support the need to ensure the long-term sustainability of the NDIS, the Bill in its current form risks creating unintended barriers for people with psychosocial disability.

Mind will continue to advocate for an NDIS that is fair, accessible and responsive to the needs of all Scheme participants – including people with psychosocial disability.

The Australian Psychosocial Alliance (APA) has warned that the National Disability Insurance Scheme
Amendment Bill 2026, if passed without major changes, will deepen inequity for people with psychosocial
disability and deny support to people who are already being left behind.

The APA says the NDIS reforms in this Bill unfairly target people with psychosocial disability, although they are one of the groups least responsible for recent Scheme growth - and despite mounting evidence that they are already being excluded at alarming rates.

The APA is made up of leading psychosocial support specialist organisations including Mind Australia, Flourish Australia, Neami National, Open Minds, Stride Mental Health, Ruah and Wellways.

People experiencing mental health challenges and those living with psychosocial disability risk being left without the support they need under the South Australian Budget announced yesterday, with no meaningful new investment in community-managed mental health services despite growing demand and increasing pressure on the sector.

The lack of additional funding comes at a critical time, as demand for community mental health support continues to grow, while changes to the National Disability Insurance Scheme (NDIS) are creating uncertainty for many people living with psychosocial disability and reshaping how support is accessed.

This National Reconciliation Week, we’re proud to celebrate the work of First Nations artist Lisa Michl Ko-manggén, whose artwork Calm Horizons welcomes visitors to the new Cairns Medicare Mental Health Centre in Far North Queensland.

Inspired by the skies, coastline and cultural continuity of Gimuy (Cairns), Calm Horizons reflects the strength found through connection.

At Mind, we are committed to ensuring the services we provide are welcoming and inclusive for all communities, and we thank Lisa Michl for sharing this powerful piece with the Cairns Medicare Mental Health Centre and reminding us all that healing begins with connection.

First Nations artist Lisa Michl Ko-manggén says it's an honour to have her artwork featured on the walls of the new Cairns Medicare Mental Health Centre in Far North Queensland. Like many of us, mental health has touched the life of Lisa Michl - a Cairn...
