Melanie has been an outstanding leader and ambassador for the Australia Japan relationship over decades. Raised in Albany, Western Australia, graduate of the University of Western Australia, and resident in Tokyo for over three decades, she has been a tireless worker, entrepreneur, creative thinker and friend to a diversity of people across business, culture, humanitarian aid, politics, & sport among other fields.

Melanie is a fine example of people-to-people diplomacy, which was the very foundation of the global sister city movement.

People to people, friend to friend, leader to leader… we each have the capacity to emulate Melanie’s example & lifelong commitment.

Congratulations Melanie on the conferment of the Order of the Rising Sun Gold Rays with Ribbon which will be presented by the Japanese Prime Minister in the presence of the Emperor of Japan at the imperial
palace in Tokyo.

📣 On April 29, the Government of Japan announced the conferment of the Order of the Rising Sun, Silver Rays, upon Ms Ursula Pagels, in recognition of her outstanding contributions to promoting Ikebana in Western Australia, and to strengthening the friendship between Japan and Australia.

The Order is awarded by His Majesty the Emperor of Japan.
