5th Ave Development Update.

Thank you Councillor Ben Kunze - City of Canning for the update and your advocacy!

PROPOSED DEVELOPMENT - FIFTH AVE ROSSMOYNE ‼️

Many of you are probably aware that there is a proposal to rezone the site at 50 Fifth Ave where the pallottine chapel, hostel and other buildings are located - the proposal is to rezone it residential with an R40 zoning.

Earlier this year Council approved the scheme amendment to go to public consultation, after being submitted to the State Government for assessment. It was lodged with both the Environmental Protection Authority (EPA), the Heritage Council, and the Department of Planning, Land and Heritage (DPLH) for consideration and approval to advertise.

The EPA granted consent, as did the Heritage Council but the Minister for Planning, the Hon John Carey MLA, dictated that the zoning be advertised at R60 - this could potentially yield 82 lots as opposed to 55 lots at R40.

When Council considered this matter earlier this year, I raised my concerns that upcoding to R40 around Fifth Ave was predicated on access to Leach Hwy, and since the State Government has long been intending to reduce access to Leach Hwy from Fifth Ave, the supporting argument to upcode to R40 had become seriously compromised. It may therefore cause issues in the future.

It is unknown why the Minister has exceeded the proponent’s desire of R40 by dictating R60, and I believe it doesn’t generate community trust in infill projects. R40 was already significant infill and had generated concern.

The majority of Rossmoyne is currently R20, and R60 is a significant deviation from that - it’s not complimentary to the suburb.

The city will begin advertising the proposal this Tuesday at www.yoursaycanning.com.au - those interested or concerned can learn more and have your say here.

The matter will be presented to council later this year, where we will form a position to submit to the State Government - the Minister for Planning will be the ultimate decision maker.

I’ll keep you updated.

Cheers, Ben

😬 SOUTHLANDS DENTAL 😬

If you are looking for a child friendly, local dentist, I highly recommend Southlands Dental (just behind Baskin and Robins) in Willetton.

Not only was I able to get an appointment quickly and easily, but they saw three of my kids one after the other. That's that job checked off my list for the year! ✅

🧐 YOUR RATES EXPLAINED - (Canning)

The City of Canning are proposing a 🔺 5.75%🔺 rate increase which means an average increase of 🔺$87🔺 per household (depending on where you live).

It's a re-valuation year, which means the higher the value of the gross rental on your property, the more your rates may increase.

In addition, you will also notice a:
🔺 5% increase to the state emergency services levy - nothing to do with the local government, they just collect the $ and pass on to the state
🔺 2.75% increase to the state Waste Levy Fee - again collected by LG and passed on to the state government - the annoying thing about this is it doesn't even go back into waste services, it gets added to the state's coffers! 😡

I don't know about you, but I am disappointed there is no mention of any savings or even a third bin roll out, and despite tens of millions of dollars in election commitments for infrastructure (relieving us rate payers), there is still an increase!

Join me and have your say by following the link below: ⬇

At its Ordinary Council Meeting on 19 May 2026, the City of Canning Council considered its proposed differential rates for the 2026/27 financial year. The draft Budget has been shaped by priorities identified through the recent Living in Canning community survey, with
