Kin Kin Quarry Blast #85 - 19th Sep 2025

Dept of Environment and Science have been on to the quarry to control the dust, as prior blasts have seen silica rich dust travel off the quarry site, across the valley and in the direction of Kin Kin township.

🐨⚠️ Koalas spotted on Yurol Forest Drive, Pomona. Caution when driving through Yurol Forest as koalas are on the move. These koalas crossed the road and thankfully made it up into the trees unharmed. This sighting was close to the Hill St end of Yurol Forest Drive, map in comments.

🏠 COMMUNITY COUNCIL MEETING - KIN KIN - QUESTIONS ON NOTICE

Noosa Council is holding its Ordinary Meeting at 5pm on Thursday 21 August 2025 at Kin Kin Memorial School of Arts Hall, Main St Kin Kin and we will be in attendance asking the questions below.

👉 2.30 - 4.30pm: Community Engagement Session – Meet and Greet with Councillors + Staff

👉 5 - 6pm (approx): Ordinary Meeting of Council

❓ QUESTION 1

Since 2020, Noosa Council has assured the community that the impacts of the Kin Kin Quarry were being addressed through legal action in Noosa Council v Cordwell Resources, however these proceedings have failed to restrict truck movements, or yield any tangible result, Council has chosen not to pursue over $160,000 in fines issued to the operator and the situation continues to escalate largely unabated. Residents need assurance that we have not been forgotten, by council committing to a forward plan to deal with the quarry in light of the recent failures, including specific actions it will now take to address these enforcement limitations, compliance issues and actions to protect Hinterland residents’ amenity and safety, particularly, how will council enforce the QMP when most attempts have failed? What will be done differently?

To assure Hinterland residents that council will effectively enforce the Kin Kin Quarry Management Plan, can council outline the specific actions it will take to address the enforcement constraints identified through the failed court action Noosa Council v Cordwell Resources and the decision not to pursue over $160,000 in fines issued to the Kin Kin Quarry operator?

Residents have repeatedly been assured that council would not extend the Kin Kin Quarry permit beyond its end-of-life 2033 sunset clause, which marks 46 years since the original approval. As previous actions to reign in this quarry have failed, I and many others look toward the 2033 end date with trepidation. We need assurances and commitments that the quarry will end in 2033 and that council will do everything to stop it extending. There are avenues the council could and should be exploring before an application to extend is made. This is one of the most important issues facing us at the point in time.

Can council continue to assure the Hinterland community, that the council will not extend the Kin Kin Quarry permit beyond its end-of-life 2033 sunset clause, which marks 46 years since the original approval?

BIPARTISAN OPPOSITION TO THE KIN KIN QUARRY...

Federal MP for Wide Bay Llew O'Brien has taken a hard stance against the Kin Kin Quarry and it's operator Cordwell Resources. Llew not only opposes the large scale vegetation clearing of over 15ha of critical habitat, but has called out the dangerous nature of this quarry, labelling it a "threat to human life".

We now have all levels of government opposing the quarry and it's endless impacts to the Hinterland community. This speaks volumes. The situation has become so untenable that we now have a unified front demanding change.

When will Cordwell Resources realise that the expansion of this quarry is not in the best interests of the community or the environment? Even after thousands of submissions against the expansion from the community, environmental groups, MP's, Senators and even Noosa Council who approved the operation, Cordwell Resources is still pushing on, now increasing the proposal from 9.64ha to 15.3ha!

We all recognise the need for raw materials, but there is a line that needs to be drawn when the impacts are so great, otherwise there are no limits to extractive industry.

🎉 WE DID IT! 🎉

The Federal Environment Minister has declared the Kin Kin Quarry expansion a 'Controlled Action' under the EPBC Act, determining the proposal is likely to have a significant impact on listed threatened species and ecological communities. 🌳🐨🦇🐀

The department has also recognised the strong advocacy and submissions from the community.

This means the proposal cannot proceed without full federal environmental assessment. The assessment required will be a 'Public Environment Report'.

It’s a direct result of your voices, your submissions and your determination to protect our environment.

🐨 However, it's not over! We've since learned that the disturbance area has grown from 9.64ha to 15.3 hectares of habitat critical to the survival of the koala!

We must submit to the public comment periods as they emerge and fight for strong, fit-for-purpose Terms of Reference for the environmental assessment. This first stage will be over the next 20 business days.

This is a massive step forward and we want to thank everyone who has supported us in these efforts.

📄 Request for notification and input: EPBC 2023/09594 – Kin Kin Quarry PER Guidelines

Dear Minister Watt,

I am writing to request that the community be given the opportunity to have input into the environmental issues that should be addressed in the Public Environment Report (PER) for EPBC Referral 2023/09594 – ‘Kin Kin Quarry ongoing extractive industry activities’.

Specifically, I request:

- That a public notification period be held to determine the PER Guidelines (Terms of Reference); and

- That community members be invited to comment on the scope of matters to be assessed in the PER, as provided for under sections 95B and 95C of the EPBC Act.

Given the high level of public interest and community concern, it is essential that the assessment process is transparent and inclusive, and that the Terms of Reference ensure a comprehensive and independent evaluation of:

- All Matters of National Environmental Significance;

- The cumulative environmental impacts of the quarry’s operations; and

- Associated social impacts, including effects on local amenity, safety and well-being.

We strongly urge the Department to require a robust and holistic approach to environmental assessment that reflects both national obligations and the concerns of the local community.
