ក្រោយបញ្ចប់សវនាការរយៈពេល ២ ថ្ងៃ ចាប់ពីថ្ងៃទី ០៨ ដល់ថ្ងៃទី ០៩ ខែមេសា ឆ្នាំ ២០២៦ ពាក់ព័ន្ធនឹងសំណុំរឿងរបស់ លោក កឹម សុខា អតីតប្រធានគណបក្សសង្គ្រោះជាតិ អង្គការ ២៣ តុលា (CAPPAC) និងអង្គការប្រជាធិបតេយ្យខ្មែរ (KDO) សូមសម្តែងនូវការខកចិត្តយ៉ាងខ្លាំង ចំពោះការបន្តអូសបន្លាយការរឹតត្បិតសេរីភាពលើរូបលោក ដែលបានរងការឃុំខ្លួនក្នុងផ្ទះរយៈពេល ២៧ ឆ្នាំ។

ផ្អែកលើស្ថានភាពនយោបាយ និងបរិបទបច្ចុប្បន្ន អង្គការយើងទាំងពីរ ស្នើដល់រដ្ឋាភិបាលលោក ហ៊ុន ម៉ាណែត និងគណបក្សកាន់អំណាចបច្ចុប្បន្ន ឱ្យពិចារណាលើការដោះលែងរូបលោក កឹម សុខា ដើម្បីស្តារមុខមាត់កម្ពុជាលើឆាកអន្តរជាតិ ព្រោះការបន្តឃុំខ្លួនមេដឹកនាំគណបក្សប្រឆាំង និងសកម្មជនមនសិការ គឺជាឧបសគ្គដ៏ធំបំផុតក្នុងការធ្វើឱ្យប្រសើរឡើងនូវលទ្ធិប្រជាធិបតេយ្យ និងការគោរពសិទ្ធិមនុស្សនៅកម្ពុជា។

ការផ្តល់សេរីភាពជូនលោក កឹម សុខា នឹងក្លាយជាសញ្ញាវិជ្ជមានក្នុងការកាត់បន្ថយសម្ពាធ និងការរិះគន់ពីសហគមន៍អន្តរជាតិ ដែលនឹងជួយសម្រួលដល់ការស្តារកិច្ចសហប្រតិបត្តិការសេដ្ឋកិច្ច និងនយោបាយក្រៅប្រទេស ព្រមទាំងដើរតួយ៉ាងសំខាន់ក្នុងការជំរុញសាមគ្គីភាព និងឯកភាពជាតិ។

ក្នុងខណៈពេលដែលកម្ពុជាកំពុងរងការឈ្លានពានពីប្រទេសជិតខាង ការរួបរួមជាតិផ្ទៃក្នុងគឺជាកម្លាំងដ៏មានឥទ្ធិពលបំផុត ។ហើយការផ្តល់សេរីភាពដល់លោក កឹម សុខា និងអ្នកទោសមនសិការដទៃទៀតនេះ ក៏នឹងជួយបន្ធូរបន្ថយនូវជម្លោះនយោបាយដ៏តានតឹងរវាងខ្មែរ និងខ្មែរ ហើយនឹងបង្កើនទំនុកចិត្តពីពលរដ្ឋគ្រប់និន្នាការ ឲ្យមានសាមគ្គីភាពឈរជាធ្លុងមួយ ក្នុងការការពារបូរណភាពទឹកដី និងផលប្រយោជន៍ជាតិ។

អង្គការយើងទាំងពីរ ជឿជាក់យ៉ាងមុតមាំថា ការផ្សះផ្សាជាតិពិតប្រាកដ អាចកើតមានទៅបាន លុះត្រាតែមានការបើកលំហសេរីភាពនយោបាយ និងការគោរពតាមគោលការណ៍នីតិរដ្ឋឲ្យបានត្រឹមត្រូវ ដែលមិនមានការបែងចែកនិន្នាការនយោបាយ ស្របតាមស្មារតីនៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស។

Joint Statement
The Cambodian Alliance for Paris Peace Agreement on Cambodia and the Khmer Democracy Organization on the Demand for the Release and Full Freedom of Mr. Kem Sokha and All Prisoners of Conscience

Australia, April 10, 2026

Following the conclusion of the two-day hearing (from April 8 to April 9, 2026) regarding the case of Mr. Kem Sokha, former President of the Cambodia National Rescue Party (CNRP), the Cambodian Alliance for Paris Peace Agreement on Cambodia (CAPPAC) and the Khmer Democracy Organization (KDO) express our profound disappointment over the continued restriction of his freedom, having already endured 27 years of house arrest.

Based on the current political situation and context, our two organizations urge the government of Mr. Hun Manet and the current ruling party to consider releasing Mr. Kem Sokha to restore Cambodia's image on the international stage. The ongoing detention of opposition leaders and prisoners of conscience remains the most significant obstacle to improving democracy and the respect for human rights in Cambodia.

Granting freedom to Mr. Kem Sokha would serve as a positive signal to reduce pressure and criticism from the international community, which would facilitate the restoration of international economic and political cooperation. Furthermore, it plays a vital role in promoting national solidarity and unity.

At a time when Cambodia faces aggression from neighboring countries, internal national unity is the most powerful force. Granting freedom to Mr. Kem Sokha and other prisoners of conscience will help alleviate the intense political conflict among Cambodians and increase trust among citizens of all political tendencies, encouraging them to stand united in protecting territorial integrity and national interests.

Our two organizations firmly believe that genuine national reconciliation can only occur through the opening of political space and proper adherence to the principles of the rule of law without political discrimination, in accordance with the spirit of the Paris Peace Agreements.

We urge the Cambodian government to grant full and unconditional freedom to Mr. Kem Sokha and other activists of conscience immediately to move toward building a nation that possesses strength, peace, and true independence, adhering to the principle that internal solidarity is the only solid foundation for national defense.

ពាក់ព័ន្ធនឹងបញ្ហានេះ លោក សេង វណ្ណលី នាយកកម្មវិធីតស៊ូមតិនៃអង្គការប្រជាធិបតេយ្យខ្មែរ (KDO) បានធ្វើការវិភាគយ៉ាងស៊ីជម្រៅថា យុទ្ធសាស្ត្របំបែកបំបាក់នេះ គឺធ្វើឡើងតាមរយៈការប្រើប្រាស់វិធីសាស្ត្រ «កាត់ក្បាលជួរមុខ»។

លោក សេង វណ្ណលី បានសង្កត់ធ្ងន់ថា ការហាមឃាត់មេដឹកនាំលេចធ្លោមិនឱ្យចូលរួមនយោបាយដោយត្រង់ៗ និងការរឹតត្បិតសិទ្ធិសេរីភាពតាមផ្លូវតុលាការ គឺជាការធ្វើឱ្យកម្លាំងប្រជាធិបតេយ្យបាត់បង់ «និមិត្តរូប ឬ មេដឹកនាំឆ្នើម» ដែលជាអ្នកប្រមូលផ្តុំស្មារតីម្ចាស់ឆ្នោត។ លោកបានបន្ថែមទៀតថា នៅពេលដែលមេដឹកនាំចាស់ៗ ត្រូវគេផាត់ចេញពីឆាកនយោបាយ ហើយមេដឹកនាំថ្មីៗ ត្រូវបានគេបង្រ្កាបតាមរូបភាពផ្សេងៗ វានឹងធ្វើឱ្យអ្នកគាំទ្រថ្នាក់ក្រោមមានការភ័យខ្លាច និងបាត់បង់ទំនុកចិត្តលើការតស៊ូនយោបាយ។

អ្វីដែលកាន់តែគ្រោះថ្នាក់ជាងនេះទៅទៀតនោះ គឺការប្រើប្រាស់ «ព័ត៌មានក្លែងក្លាយ» និង «ការបង្កប់ចារជន»។ របាយការណ៍របស់ការិយាល័យឧត្តមស្នងការអង្គការសហប្រជាជាតិទទួលបន្ទុកសិទ្ធិមនុស្ស (OHCHR) កាលពីឆ្នាំ ២០២៣ បានលើកឡើងពីបរិយាកាសនៃការបំភិតបំភ័យ និងការរឹតត្បិតសេរីភាពបញ្ចេញមតិនៅកម្ពុជា។

ក្នុងស្ថានភាពបែបនេះ ព័ត៌មានក្លែងក្លាយ ត្រូវបានគេប្រើដើម្បីកកូរកកាយឱ្យអ្នកគាំទ្របក្សប្រឆាំងឈ្លោះគ្នាឯង ជាពិសេសគឺការបង្កើតឱ្យមានជម្លោះរវាងអ្នកគាំទ្រលោក សម រង្ស៊ី និងលោក កឹម សុខា។ ការប្រើប្រាស់គណនីហ្វេសប៊ុកក្លែងក្លាយដើម្បីវាយប្រហារគ្នាទៅវិញទៅមក បានធ្វើឱ្យអ្នកប្រជាធិបតេយ្យថ្នាក់ក្រោមបាក់បែកសាមគ្គីភាពយ៉ាងធ្ងន់ធ្ងរ។

ស្របពេលជាមួយគ្នានោះ ការបង្កប់ភ្នាក់ងារ ឬចារជនចូលទៅក្នុងជួរគណបក្សតូចៗ គឺជាយុទ្ធសាស្ត្រ «ដឹងចិត្តសត្រូវ» ដើម្បីបង្កជម្លោះផ្ទៃក្នុង និងធ្វើឱ្យកម្លាំងទាំងនោះ មិនអាចចងសាមគ្គីគ្នាបានជារៀងរហូត។ គោលដៅចុងក្រោយនៃផែនការដ៏វែងឆ្ងាយនេះ គឺដើម្បីត្រៀមលក្ខណៈសម្រាប់ការបោះឆ្នោតឃុំសង្កាត់ឆ្នាំ ២០២៧ និងបោះឆ្នោតសកលឆ្នាំ ២០២៨។

បើគណបក្សប្រជាធិបតេយ្យនៅតែបន្តបែកខ្ញែកជាបក្សតូចៗដែលគ្មានកម្លាំងគ្រប់គ្រាន់ ពួកគេនឹងមិនអាចទទួលបានអាសនៈ ឬសំឡេងឆ្នោតច្រើនដែលអាចដាក់សម្ពាធដល់រដ្ឋាភិបាលបានឡើយ។

នៅថ្ងៃអាទិត្យ ទី១៨ ខែមករា ឆ្នាំ២០២៦ ខាងមុខនេះ សមាគមខ្មែររដ្ឋវិចតូរីយ៉ា និងអង្គការប្រជាធិបតេយ្យខ្មែរ បានសហការរៀបចំ សម្ពោធសៀវភៅមានចំណងជើងថា "ភ្នំមួយមិនអាចមានខ្លាពីរ" ជាភាសាខ្មែរ។ កម្មវិធីសម្ពោធសៀវភៅនឹងប្រព្រឹត្តទៅនៅវេលាម៉ោង ២:០០នាទី ទៅម៉ោង៣:៣០នាទី រសៀល នៅសាលប្រជុំសមាគមខ្មែររដ្ឋវិចតូរីយ៉ា។

On Sunday, January 18, 2026, The Khmer Association of Victoria and the Khmer Democracy Organization will jointly host the launch of a Khmer-language book entitled “OneMountain Cannot Have Two Tigers”.

The book launch event will take place from 2:00 p.m. to 3:30 p.m. at the meeting hall of the Victorian Khmer Association.

The event will feature the participation of the following guests:
1. Hong Lim, President of the Australian Khmer Business Federation and former Member of the Victorian Parliament
2. Chea Youhorn, President of the Victorian Khmer Association
3. Tack Meng Heang, Member of the Victorian Parliament
4. Gordon Conochie, Author
