Outer Liverpool Community Services Inc are funded by Community Builders NSW and aim to build a stronger community by connecting and enriching the lives of individuals and families in the western areas of the Liverpool Local Government. Outer Liverpool Community Services (OLCS) has a long history in community development in Liverpool that was first established in 1978 as part of the Neighbourhood

Centres Program funded by the NSW Department of Community Services. It has previously been known as the Magic Bus who are now known as the Roaming Rainbows. A consistent focus of the organisation has been to address social isolation resulting from the large distances in the semi-rural area in which it operates, namely through delivering a mobile service. Engaging with people of diverse cultural background who are often geographically isolated, due to the semi-rural nature of the area. Providing specific programs for young families and for older people and the community more broadly. Outer Liverpool Community Services won the 2008, 2009 and 2010 True Local Business Awards for Community Service Not-for-Profit Organisation.
