DevelopmentWA has released its response following the public consultation on the proposed service station at the corner of Albany Highway and Denny Avenue in Kelmscott.

A total of 213 submissions were received:
• 7 in support
• 4 providing comments
• 202 objecting to the proposal

That means almost 96% of all submissions opposed the development.

The City of Armadale also opposed the proposal, describing the site as a “highly prominent corner site” that is unsuitable for this type of development.

Despite this overwhelming community feedback, the recommendation from DevelopmentWA is that the Armadale Land Redevelopment Committee approve the service station and shop development, subject to a number of conditions and advice notes.

Our community should be proud of the impact its feedback has had. The revised plans now include:
• Public art along the Albany Highway frontage and wrapping around the entire northern end of the building.
• An increased setback from Albany Highway.
• Improved landscaping.
• Reduced use of the corporate “Vibe” colour scheme.

Whether you support or oppose the development, Kelmscott residents made their voices heard and helped achieve improvements that will benefit the area if the proposal proceeds.

That said, it does raise questions about whether this State Government agency is genuinely acting in the interests of the community when almost 96% of respondents, together with the City of Armadale, oppose the development, yet it is still recommended for approval. The report even concludes that the proposal contributes to creating a “sense of place” - a conclusion many in the community are likely to question.

One thing is certain: our community will continue to show up, have its say, and work together to make Kelmscott the very best it can be. 💪

Kelmscott is quietly building a reputation… not just for traffic on Albany Highway, but for art. 🎨❤️

Think about it…

- The MakersMade Markets on the first Sunday of every month.

- The City of Armadale Armadale Hills Art Trail winding its way through our neck of the woods this November.

- The beautiful old Station Master’s House soon to become the new gallery for the Armadale Society of Artists.

- The occasional Creative community market

- And let’s not forget the fantastic RoleystoneTheatre just up the road.

Now, if we can get a few local businesses on board, hopefully we’ll soon be adding a vibrant street art project to the list as well.

The State Government’s Treebate program was announced in January 2025. The program will encourage Western Australians to plant native trees on their properties.

It’s disappointing that, for the second time in six months, we’ve had to notify Main Roads WA and City of Armadale officers (not councillors) about the condition of the median strips along Albany Highway in Kelmscott.

We understand this isn’t an easy (or cheap) area to maintain, but the current standard simply isn’t good enough. Our main street is one of the first things residents and visitors see, and its presentation matters.

If we’re encouraging businesses to invest in Kelmscott, maintain their shopfronts and have confidence in the future of the town centre, then our public spaces need to reflect that same commitment.

We appreciate the work involved in maintaining these areas, but there needs to be a better, more consistent approach so this doesn’t keep happening.

We’re hopeful the issue will be addressed promptly and that a longer-term solution can be found.

It's fair to say that many in our community are excited to see this building brought back to life and for this little part of our town to be revitalised.

It looks like work may be kicking off soon on the proposed apartment development, with fencing now starting to go in around the site to protect the existing trees, in line with the approved plans.

Irrespective of our individual views on the apartment block itself, it will be nice to see this small parcel of land transformed and landscaped rather than sitting largely unused.

One thing many in our community can probably agree on is the importance of preserving and showcasing the beautiful mature trees already on the site. They provide shade and character and help make our area unique.

It’s encouraging to see measures being put in place to protect them as works get underway.

Engagement and discussion are always encouraged and welcomed, however please keep comments constructive and respectful.
