Leading with Culture and Planning with Purpose
On Monday 30th and Tuesday 31st March 2026, the Jabu Mugay Yarrabah Leaders Consortium Ltd (JMYLC) Board of Directors, together with member organisations of the Yarrabah Leaders Forum (YLF), came together in Cairns for a two-day workshop to shape our Strategic Plan and shared vision for 2026โ€“2030.
Across the two days, strong innovation and high-level strategic thinking were evident, reaffirming our unique leadership modelโ€”one where JMYLC operates as the backbone organisation, driving the engine room while sitting firmly at the heart of the YLF.
The Yarrabah Leaders Forum sets the strategic direction for our collective work, and it is the role of the JMYLC office to bring these priorities to life through strong governance, coordination, and effective implementation.
We look forward to continuing our work in genuine partnership with NGOs, community based organisations, external service providers, and the 3 tiers of governmentโ€”Federal, State, and our Indigenous Local Government body (Yarrabah Aboriginal Shire Council)โ€”to support meaningful and lasting outcomes for the Yarrabah community.
We sincerely thank our partners, Central Queensland University, as well as our quasi members State Education Queensland and the Queensland Police Service, for attending and contributing to the workshop.
This gathering showcased the strength of our collective leadership group.
As part of our engagement strategy, we will actively engage the community through structured summits, targeted focus groups, and regular communications to support shared understanding and alignment.

Members of the Jabu Mugay Yarrabah Leaders Consortium Ltd met with the elected members of the Yarrabah Aboriginal Shire Council on Tuesday, 17 February 2026, at the Council Chambers to reset our working relationship and strengthen our commitment to working in genuine partnership for the common good of the Yarrabah community.

Discussions focused on our collective strengths, the opportunities before us, and the challenges we face as a community. Through unified leadership and collaboration, we aim to collectively build a stronger, more resilient future for Yarrabah.

On behalf of the organisations we represent, we sincerely thank the Mayor, Councillors, and the newly appointed Chief Executive Officer for their leadership and for enabling us to work strategically together in the best interests of our community.

On the 4th of January 2026, YLF Executive Project Officer Mr. Ross Andrews, CQU/YLF Indigenous Research Officer Ms. Bettina Rosser, Head of Department Yarrabah Secondary Campas Ms. Maria Chatfield, Principle of the Yarrabah State Primary School Ms. Naomi Gibb, Family and Community Education Engagement Strategy Coordinator Ms. Meredith Creek, CQU Research Officer Ms. Ruth Fagan, Gurriny Yealamucka Health Services Aboriginal Corporation Chief Executive Officer Ms. Suzanne Andrews and CQU Senior Research Officer/Juwan Research Institute Ms. Katrina Rutherford met to discuss educational issues in the community (SMART Pillar Framework). Topics of discussion relate to 2024 Yarrabah Community Education Forum (Smart Community Our Way "Ngandji Gabay", SPARC Research Project, tentative planning around the idea of a local community education board (LCEB), the importance of a P&C Committee to help improve educational outcomes for Yarrabah students and families. We look forward to working in partnership and collaboration with Education Queensland and other schools so that education remains a top priority for Yarrabah.

Jabu Mugay Director Ailsa Lively and Executive Project Manager Ross Andrews met with YASC CEO Michael Miller to further enhance the partnership between the Yarrabah Aboriginal Shire Council and the Jabu Mugay Yarrabah Leadership Consortium Incorporated.

The meeting, hosted by the YASC CEO provided the opportunity to continue building a strong partnership, collaboration and working relationship with Council to progress the plethora of social concerns faced by our community. We endeavour to maintain these important relationships to work in unity and solidarity as we progress to improving the lives of community and its' residents.

Yarrabah Leadersโ€™ Forum (YLF) Executive Project Officer Ross Andrews and Professor Ray Lovett (Yadhura Walani) were invited to present the Yarrabah Counts Project at the National Aboriginal Community Control Health Organisation (NACCHO) conference In Sydney on Tuesday 9 December 2025.

The YLF office and Yadhura Walani have been working on this project for several years.

On Wednesday, 11 December, the Yarrabah Leaders Forum (YLF), in collaboration with Central Queensland University (CQU) and Yarrabah State School, hosted the inaugural Community Education Forum. This marks the beginning of a series of transformative initiatives dedicated to empowering our community through education and knowledge-sharing. The first forum united community members, educators, service providers, leaders, and Elders to address local educational priorities, promote lifelong learning, and establish pathways to success for our mob across of ages.
