Has anyone asked their local Councillor if they knew our flood risk map didn’t have to go all the way to the PMF?
Council keeps saying they “had to map to the PMF” because of the State Planning Policy.
But when they say that...they are referring to a flood STUDY. Flood studies must consider the full range of flood events, which means it must include the Probable Maximum Flood. We have 11 flood studies across Logan.
The risk map is something different. That comes from a risk assessment using the data of all of the flood studies, and a risk matrix to create the FLOOD RISK MAP. This map used for planning and development decisions and what was given to our insurance companies.
But the QLD State guidance does not say the risk map MUST go all the way to the PMF, the highest event it provides as an example is actually only 0.2%!
So when Councillors were told by Council officers “we had to map to the PMF”, did Councillors know they were talking about flood studies?
Or did they think Council officers meant the State was requiring the three coloured flood risk map to go to PMF? And have they read the SPP themselves to now realise this was not the case?
For residents, this is the map we think of when we hear the flood map had to go to PMF, because the risk map is the map that matters. That is the map affecting properties, planning, development, and insurance and property values.
So maybe now is the time we should all be asking our local Councillors:
When you voted for the TLPI, did you know the State Planning Policy did not require Logan’s flood risk map to go all the way to the PMF?
Ask them. And let us know what they say!
