Age verification for adult content is an important step in protecting children.

Research shows that early exposure to explicit material can cause harm to children’s development and contribute to unsafe behaviours. Limiting access is a preventative measure that prioritises child safety and wellbeing.

Protecting children means putting safeguards in place early. This is about prevention, responsibility and creating safer environments for young people.

The Grace Tame Foundation has worked to shift national conversations on child sexual abuse - from silence and stigma to truth, accountability, and reform.

That includes changing the language of the law. An offence once described as “maintaining a sexual relationship with a child” is now recognised as “persistent sexual abuse of a child.” One implied consent. The other reflects the truth.

Looking ahead, our focus is on developing a grooming prevention program to help communities recognise grooming early and help to stop the exploitation of children.

The first stage of grooming is targeting. While all children are vulnerable by virtue of being children, offenders often look for added vulnerabilities they can exploit. Recognising the signs of grooming is a critical step in preventing abuse before it begins.

Grooming does not start with abuse. It starts much earlier.

Grooming is a deliberate process that unfolds in stages, including targeting, building trust, meeting needs, isolating, blurring boundaries and maintaining control. While the tactics can vary, the goal of each stage is the same. Offenders often tailor their behaviour to a child’s specific vulnerabilities and natural need for care, safety and connection, especially during times of distress.

Understanding how grooming works is a critical step in prevention. Awareness helps adults recognise risk earlier and better protect children.

Grooming is a deliberate process of manipulation and control used to prepare an environment where abuse can occur, often in plain sight. It can involve targeting children while also influencing the adults around them, weakening protective instincts and normalising harmful behaviour.

Understanding how grooming works, and the warning signs that come before abuse, is critical to prevention.

At the end of 2025, our Founder and Survivor-Advocate Grace Tame delivered a national keynote series for Goodstart Early Learning, focused on the abuse of pre-verbal children.

In recent months, disturbing reports of large-scale sexual offending in preschool and early learning settings have shaken communities across Australia. These cases expose serious vulnerabilities, including staffing pressures, weak regulatory frameworks, poor workplace cultures and the exploitation of emerging technologies.

Research consistently shows that the younger the victim, the more severe and violent the harm is likely to be. This reality demands urgent attention, informed action and systemic reform.

While the landscape is confronting, it is also one where progress is possible. Prevention requires bold public conversations, community awareness, specialised training, improved employment oversight, institutional courage, legislative reform and needs-based funding.

This work sits at the core of the Grace Tame Foundation’s mission. Through education, advocacy and reform, we are committed to protecting children and strengthening the systems designed to keep them safe.

Grace delivered five presentations, reaching early learning professionals nationwide as part of this critical conversation.
