Method:
1. Heat olive oil in a large saucepan over medium-high heat and sauté diced onion and minced garlic for 4–5 minutes until soft.
2. Add beef mince to the pan, breaking up any lumps with a spoon, and cook for 5–6 minutes until completely browned.
3. Stir in beef stock, Worcestershire sauce, and tomato sauce, bring to a boil, then reduce heat and simmer covered for 10 minutes.
4. Whisk plain flour and water into a smooth paste, stir into the mince, and cook uncovered for 3–4 minutes until thick and glossy.
5. Season with salt and pepper to taste, then remove from heat and allow the filling to cool completely to room temperature.
6. Preheat oven to 180°C fan-forced and grease a standard 12-hole muffin tin thoroughly with a little extra butter.
7. Cut 12 circles from shortcrust pastry using an 8 cm cutter and press them gently into the bottom of the muffin holes.
8. Divide the cooled meat filling evenly among the pastry cases, then top with 7 cm puff pastry circles, pressing edges with a fork to seal.
9. Prick a small steam hole in the center of each lid, brush evenly with beaten egg wash, and bake uncovered for 20–25 minutes until deep golden brown.
