The numbers speak for themselves. Since a 2022 policy change added layers of government bureaucracy to the animal welfare system, successful prosecutions for severe cruelty have dropped drastically across Queensland.

We have a direct opportunity to change this. Official QLD Parliament E-Petition 4475-26 calls to remove the unnecessary department sign-off loop, allowing independent investigators to get back to doing what they do best: protecting animals.

Earlier this year, Jennifer Horsburgh launched this Queensland Parliament e-petition calling for changes within Queensland's animal welfare prosecution framework. We'd like to acknowledge Jennifer for bringing this important issue before Parliament and helping to keep the conversation around animal welfare reform moving forward.

When communities speak up, governments listen.

When this petition reaches 10,000 signatures, it will be debated in the Queensland Parliament, giving Queenslanders another opportunity to have their voices heard.

Behind the scenes, what's going on!

Over the past few weeks, we've been taking the time to deepen our understanding of Queensland's animal welfare framework and how it operates in practice.

As part of that process, we recently met with someone who has extensive professional experience and research knowledge of Queensland's animal welfare system. The discussion provided valuable insight into how the current framework operates, the roles of the different agencies involved, and some of the challenges within the existing system.

We believe that meaningful and lasting reform starts with understanding. The more we learn about how the current framework operates, the better informed we'll be when advocating for practical, evidence-based solutions that improve outcomes for animals.

Much of this work happens behind the scenes, but every conversation, every meeting and every opportunity to learn helps strengthen the foundation of our advocacy.

Arnie’s Law Update

Today we met with the Queensland Attorney-General to discuss the five key reform asks behind Arnie’s Law.

The Attorney-General acknowledged how horrific Arnie’s case was and thanked the community for continuing to advocate on his behalf.

We raised the need for stronger and more effective responses to serious animal cruelty, including:

🐾 modernising laws around animal sexual abuse and animal abuse material
🐾 reviewing sentencing outcomes and penalties
🐾 stronger animal ownership bans for serious and repeat offenders
🐾 reviewing animal cruelty prosecution pathways
🐾 recognising animal sentience in Queensland law

The Attorney-General confirmed that the first 3 points that lie within her portfolio will be considered. She was particularly open to looking further at animal sexual abuse offences, animal abuse material, penalties, and how Queensland’s animal cruelty laws work together.

We also discussed the role of DPI, RSPCA Queensland and Queensland Police in animal cruelty prosecutions. This will require further discussions with Minister Perett and the Department of Primary Industries.

Recognition of animal sentience was also raised, as this was one of the original key asks of Arnie’s Law and remains important to the community.

There are no immediate commitments at this stage, and legislative reform takes time. However, the Arnie’s Law requests are being taken seriously, and today was an important step forward.

Thank you to every person who signed the petition, shared Arnie’s story, wrote to decision-makers, and stood with us. More than 129,000 people have shown that Queenslanders want stronger protections for animals.

We will continue to keep the community updated as we work through the next steps.

Today, representatives from the Justice for Arnie working group met with the Attorney-General and adviser to discuss the reform priorities that have emerged through this campaign.

We appreciate the opportunity to have a constructive and respectful discussion about the issues that have been raised by the community and the potential pathways for reform.

The Attorney-General has listened to the concerns and proposals put forward and indicated that communication will continue as these matters are explored further. We also acknowledge that some of the reforms discussed sit within the responsibilities of other government departments, and we will continue working to progress those conversations where appropriate.

Today was an important step forward. It provided an opportunity for the voices of our supporters and the broader community to be heard at a government level.

We would like to sincerely thank everyone who has signed, shared, supported, and stood behind this campaign. Your support has helped bring these issues to the table and ensured they are being discussed.

This journey is not over, but today was an important milestone, and we look forward to continuing the conversation.

Tomorrow, representatives from the Arnie's Law campaign will meet with the Attorney-General and advisers to discuss the reform priorities that have emerged through this community movement.

What started as concern for one animal grew into a much broader conversation about animal welfare laws, accountability, and whether there may be opportunities to strengthen protections for animals in the future.

As we prepare for this meeting, we want to thank every person who has signed, shared, commented, supported, and helped keep this conversation going. Your support has helped ensure these issues are being heard.

We understand that meaningful reform requires discussion, collaboration, and careful consideration. Tomorrow is an important opportunity to continue those conversations.

We look forward to representing the voices of this community and will provide an update following the meeting.
