Unsurprisingly the E-Mobility Bill has passed and with it a raft of new regulations for both e-bike riders and push bike riders in Queensland.

The laws as they stand are:
- 12km/hr on all footpaths for e-bikes
- No speed limit on shared paths except 12km/hr when passing pedestrians
- No speed limit on separated bikeways
- From 31 August you must have a driver's licence to ride an e-bike, unless you have an exemption
- You must be either 12-17 and supervised by a parent or guardian, or over 16 and hold a driver's licence or exemption

There are many more details to come which haven't been included in the bill, like how exactly the exemptions will be defined, and how to get a compliance sticker if you don't have one for your legal e-bike already. Oh, and how exactly that rail trail carve-out provision will work.

The debate on the e-mobility bill has begun in Parliament tonight. Here's where we're at:

- Brent Mickelberg MP dropped 122 amendments to the draft bill with one minute's notice. These amendments will have no scrutiny, public feedback or consultation period.

- Age limits: Children under 12 are completely banned from e-bikes with no exemptions. Children 12-17 can ride e-bikes under parental supervision (parents, grandparents or legal guardians only).

- Licence requirements still apply for anyone to ride unsupervised. There will be some kind of exemption which has not been decided on yet and will be a regulatory process (so no Parliamentary oversight or debate).

- Speed limits will be 12km/hr on all footpaths. No additional speed limits on shared paths except 12km/hr while passing a pedestrian ('passing a pedestrian' is not defined). No speed limits on bike-only cycleways (like... the Bicentennial).

- There will be a transition period for compliance labels to 28 February 2027. There's no detail about how this will work but the government is "in consultation" with retailers.

- Seizure powers start 1 July. If you're wondering how it's possible that seizure powers are being introduced months before the compliance labelling scheme is in place, we don't know either. Don't leave your tricycles unattended!

- Embarassingly, despite relaxing the age limits the LNP have left in the ban on selling e-bikes to children under 16. If you want your 12 year old to ride an e-bike under supervision you better hope they already have one cause 99 Bikes won't be allowed to sell them one as a Christmas present.

The e-mobility bill is coming back to Parliament this week (possibly today).

Thanks to our huge community campaign we're expecting big changes from the initial draft of the bill.

But tinkering around the edges doesn't change the fact that this bill is rotten to the core. Even in the best case scenario we're ending up with complex restrictions for legal e-mobility riders all while it remains completely legal to sell overpowered e-motorbikes in shops.

Until the source of the problem is addressed - the importation and sale of high powered e-motorbikes - we're not going to see any improvements to safety.

MORE PEDESTRIANS HAVE BEEN KILLED BY QUEENSLAND POLICE VEHICLES THAN BY LEGAL PEDAL-ASSIST BICYCLES

There has never been a pedestrian killed by a legal pedal-assist e-bike in Queensland. Meanwhile, last week a 71 year old woman was killed after she was hit by a Queensland Police vehicle while on a pedestrian crossing. In Queensland, it seems police vehicles are a bigger danger to pedestrians than legal e-bikes.

Her tragic death is the 14th pedestrian fatality in Queensland this year.

Every single one of these people was killed by someone driving a motor vehicle. Where is the inquiry into pedestrian safety? Where is the additional restrictions on licencing and lower speed limits for motor vehicles?

13 Jan: Male hit by 29 year old driver in Ford station wagon in Bajool

28 Feb: 89 year old man hit by bus at Earlville
24 March: Woman hit by 60 year old driver in truck at Barkly
25 March: 58 year old woman hit by object falling from a Landcruiser Ute in North Maclean
27 March: Man hit by unknown driver in Hilux at Calliope
17 April: 38 year old man hit by 17 year old boy in Ford Focus at Shorncliffe
19 April: 23 year old man hit by 61 year old woman driving Toyota Corolla in Glenore Grove
21 April: 3 year old girl hit by 49 year old woman driving Nissan Navara in Caboolture
28 April: Woman walking her dog hit by 23 year old woman driving Honda Jazz in Mothar Mountain

UPDATE: The committee has made 9 recommendations, including relaxing the proposed 10km/hr speed limit and having an exemption for needing a driver's licence (but not for age).

It is important to note that the Transport Minister and LNP WILL NOT NECESSARILY ADOPT THESE RECOMMENDATIONS. The bill (in either the current or a revised form) still needs to be debated in Parliament.

MORE PRIVATISATION OF BRISBANE BRIDGES

If you're heading to the Critical Mass on Thursday night, be aware that the Goodwill Bridge will be closed from 10am Thursday morning through 2am Friday morning for Paniyiri Greek Festival to host a $360/head private dining experience.

This is not the first time public active transport infrastructure has been closed off for private for-profit events, only last year we saw Brisbane Fashion Festival take over half the Kangaroo Point Bridge for a fashion show. Now the entire Goodwill Bridge will be closed for a day!

It begs the question whether the Panyiri festival organisers are paying anything to the State Government to make up for being allowed to close a major transport arterial on a weekday evening peak? Or perhaps our public assets are being given away for FREE, as was the case with the Brisbane Fashion Festival!
