The South Australian Government is currently consulting on proposed reforms relating to short-term rental accommodation (STRA), including a proposed Short Stay Accommodation Register, Code of Conduct and associated regulatory changes.

STAAA is preparing its response and continuing our engagement with the South Australian Government, councils, Local Government Associations and other stakeholders.

STAAA represents our members and advocates on their behalf.

We are also interested in hearing from the broader South Australian STRA industry to better understand the potential impacts of the proposed reforms.

ABC News has spoken with short-term rental accommodation (STRA) owners, operators and STAAA about the proposed South Australian register, highlighting the range of views and the importance of getting the details right.

STAAA supports a mandatory statewide register. It should be clear, consistent and designed for South Australia as a whole. We have raised concerns about unnecessary duplication and a model that could leave councils setting their own requirements, rates or charges.

As Executive Director Keiran Craig-Jones told the ABC: “𝑊𝑒 𝑛𝑒𝑒𝑑 𝑜𝑛𝑒 𝑠𝑡𝑎𝑡𝑒, 𝑜𝑛𝑒 𝑟𝑒𝑔𝑖𝑠𝑡𝑒𝑟 𝑎𝑛𝑑 𝑜𝑛𝑒 𝑐𝑜𝑛𝑠𝑖𝑠𝑡𝑒𝑛𝑡 𝑟𝑒𝑔𝑖𝑠𝑡𝑟𝑎𝑡𝑖𝑜𝑛 𝑠𝑦𝑠𝑡𝑒𝑚.”

The discussion also needs to address privacy and security. Any public register should carefully limit what information is visible and explain what information is collected and why.

The scheme is still being shaped but some operators are raising concerns about security and giving local governments control over land use and deciding rates.

📰 STAAA IN THE NEWS | One State. One Register. One Consistent System.

The Short Term Accommodation Association Australia (STAAA) is featured in the Yorke Peninsula Country Times, calling for South Australia to adopt a single, State Government-administered short-term rental accommodation (STRA) register.

STAAA supports mandatory statewide registration of STRA. Our position is that South Australia should look to the established Western Australian model rather than creating a system that could see registration administered individually across 68 councils.
As quoted in the article:

“STAAA’s position is simple: we need one state, one register and one consistent registration system.”

The article also highlights our call for reform to prohibit rent-to-rent arbitrage, where properties are leased from the long-term rental market and commercially re-let as STRA.

STAAA Executive Director Keiran Craig-Jones and South Australian Board Member Nicole Page have been on the ground in South Australia meeting with government, councils and tourism stakeholders as part of our ongoing advocacy and consultation work.

South Australia does not need to reinvent STRA registration.

STAAA has called for the South Australian Government to adopt a genuine State Government-administered short-term rental accommodation (STRA) register, using Western Australia's established statewide system as a model.

STAAA supports mandatory statewide registration. What we are questioning is why South Australia would potentially distribute the administration of registrations and renewals across 68 individual councils when Western Australia already operates a central State Government system.

The cost implications also need proper scrutiny. Based on STAAA's direct engagement with the WA Government, its register is administered by 4 full time staff and operates on a cost recovery basis. WA currently has 12,037 active registrations.

Using that as a simple staffing benchmark, approximately 7,000 SA properties could equate to around 2–3 FTE, or an illustrative $200,000–$300,000 annually at $100,000 per FTE.

By comparison, if administration across 68 councils ultimately required the equivalent of just one FTE per council at the same illustrative cost, that would equate to $6.8 million annually.

These are illustrative scenarios, not SA Government costings and that is exactly why we are calling for the Government to publish its financial modelling and compare the proposed approach with a centrally administered model.

WA also demonstrates the value of collecting meaningful data. Its system distinguishes between hosted and unhosted STRA, property types, locations and whether accommodation is being operated by an owner or tenant, as well as capturing booking activity.

STAAA is also calling for commercial rent-to-rent arbitrage to be banned, where residential properties are taken from the long-term rental market specifically to be commercially re-let as STRA.

South Australia does not need to start from scratch.

One State. One Register. One Consistent System.
