The federal tax reform debate has reached our STRA industry and STAAA is ensuring the right distinctions are being raised. Not all STRA properties are the same.

When the national media covers STRA and tax reform, STAAA is part of the conversation.

As quoted in yesterdayโ€™s Sydney Morning Herald article:ย 

The executive director of Short Term Accommodation Association Australia (STAAA), Keiran Craig-Jones, said the grandfathering of existing negatively geared investors would mitigate the impact of the reforms.

But she noted tourist-centred areas may be affected.

โ€œWhere STAAA does anticipate longer-term pressure is in regional areas where short-term rental accommodation properties form a critical part of visitor accommodation supply,โ€ she told this masthead.

โ€œIf reduced tax incentives discourage new investment in holiday accommodation properties beyond the grandfathering date, we may see supply constraints emerge in these markets over time, with real consequences for tourism capacity and regional economies where there is limited or no other accommodation options.โ€

Craig-Jones said a major issue was so-called โ€œrental arbitrageโ€, where an individual or business sublets a property that would otherwise be available for the long-term rental market but turns it into a short-term property.

โ€œThe rental arbitrage model is actively promoted as a business opportunity in capital cities such as Sydney and Melbourne, where the gap between long-term lease costs and short-term rental accommodation returns is particularly attractive,โ€ she said.

The proposed amendment to the Hobart Local Provisions Schedule seeks to prohibit whole dwelling visitor accommodation in Inner Residential, General Residential and Low Density Residential zones across the City of Hobart.

Under the Land Use Planning and Approvals Act 1993, Council as Planning Authority must formally certify the draft amendment before it can proceed. Given multiple HCC councillors have publicly and repeatedly stated their opposition to non-hosted STRA, certification today is expected.

Once certified, the process is:

28 day HCC public exhibition where any person or organisation can make a formal representation (submission)
HCC considers representations and forwards its response to the Tasmanian Planning Commission (TPC)
The TPC holds an independent public hearing before deciding to approve, refuse or modify

The TPC process is independent and representations from STRA owners, operators, property managers and industry carry real weight.

STAAA will be making a formal representation during exhibition. Tasmanian STRA owners, operators and property managers, you should too.

Bundaberg Regional Council is holding a Special Budget Meeting tomorrow, Tuesday 9 June 2026 at 11am, at the Council Chambers, 190 Bourbong Street, Bundaberg.

On the agenda is proposed rate increases targeting short-term rental accommodation (STRA) and investment properties.

This is not just a STRA issue. If you own any investment property in the Bundaberg Regional Council area, residential, holiday or otherwise, these increases affect you too.

No public consultation was carried out before this was brought to a vote.

๐“๐ก๐ž๐ซ๐ž ๐š๐ซ๐ž ๐ฌ๐ž๐ซ๐ข๐จ๐ฎ๐ฌ ๐ฉ๐ซ๐จ๐›๐ฅ๐ž๐ฆ๐ฌ ๐ฐ๐ข๐ญ๐ก ๐ญ๐ก๐ข๐ฌ ๐ฉ๐ซ๐จ๐ฉ๐จ๐ฌ๐š๐ฅ:

- The Queensland Government has published Equitable Rating Guidelines setting out best practice for all Queensland councils.

- Those guidelines state it is best practice for councils proposing significant rate increases to inform and consult with ratepayers before rates notices are issued. Council did not consult.

- Mayor Blackburn's stated justification for targeting investors is that they can claim rates back through the tax system while owner-occupiers cannot.

- From 1 July 2026, new ATO rules mean many holiday home owners who use their property during peak periods will no longer be able to claim council rates as a tax deduction, making a rate increase an entirely unrecoverable cost.

- Council's own Local Housing Action Plan contains no analysis of STRA as a housing issue and no evidence that STRA is contributing to housing stress in the Bundaberg region.

If you own, operate or manage STRA or investment properties in the Bundaberg Regional Council. You need to act today and you need to be the room tomorrow.
