The creative economy is moving higher on the regional agenda.

Today, Wednesday 17 June, the Berlin Process Ministerial Forum on Creative Economy begins in Herceg Novi, convened by Montenegro’s Ministry of Culture and the British Council.

Held under Montenegro’s 2026 Presidency of the Berlin Process, the Forum builds on the Ministerial Meeting on Culture held in Kotor in 2025 and the Declaration adopted there.

The first day brings together experts, partners and regional stakeholders for knowledge exchange and focused working groups on two key areas: the experience economy and employability skills.

Discussions will explore the economic potential of cultural tourism, film, festivals, gaming, animation and gastronomy, alongside skills access, workforce development and the connection between education systems and creative economy employment.

The working groups will develop recommendations to be presented to ministers and funders tomorrow, helping turn regional commitment into practical next steps.

This is about moving from commitment to progress.

This year, our Connections Through Culture programme has expanded to include grants previously known as ‘Biennials Connect (Visual Arts)’ and ‘Architecture, Design and Fashion Biennials and Festivals Grants’.

2. Judgement
Instead of full verification, they rely on practical credibility cues to quickly assess what they see.
3. Trust
Trust is shaped by people, familiarity, perceived “officialness,” and the identity of the source.
4. Action
They may ignore, check, discuss, share, or pass content on—sometimes without fully endorsing it.

Mis/disinformation in the Western Balkans

What this study covered
A mixed-methods study across six Western Balkans contexts, designed to understand how young people navigate information—not just what they do.

This research brings together multiple evidence streams to build a deeper, more nuanced picture:
• 6 countries
Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia
• 13 focus group discussions
• 67 Social Media Diaries
• 48 key informant interviews
• 549 diary episodes
• Light social listening, where available

All findings were triangulated across methods to ensure consistency and depth.
Note: This is a qualitative, purposive study focused on explaining mechanisms rather than producing statistically representative estimates.
