circles within and outside the country. Although Afghanistan has achieved a lot with support of the international community, such as the elected government, fledging media and a number of other institutions. The state building, peace building, governance, security, democratization process, civil society, private sector, economic growth and development, socio-cultural integration and youth and women empowerment have remained fragile and questionable. In the face of the growing challenges Afghanistan could take advantage of the golden opportunities opened up the most, but failed. Of course there might be a numerous of reasons, one of the central problems is lack of effective, efficient, feasible, sustainable and interoperable policies in response to state building, peace building and democratization. Still Afghanistan can leverage and attract more domestic and international resources in order to drag the country in a publicly and internationally accepted direction provided that the way the policies are currently made transform. The API offers its hands-on knowledge, expertise and experience in changing nature of and appearance of policy making, policy implementation and policy evaluation practices in the areas of state building, peace building, and democratization as a whole.
